Article I


Rules & Regulations


 


 


SECTION I - ORGANIZATION


A. Divisions in the Lake Elsinore Girls Softball League shall consist of:


1. T-BALL DIVISION


2. 8-UNDER DIVISION


3. 10-UNDER DIVISION


4. 12-UNDER DIVISION


5. 14-UNDER DIVISION


SECTION II - DIVISION TEAM COMPOSITION


A. Teams in the T-Ball division shall be comprised of girls 4 - 6 years of age as of January 1st of the current year.


B. 8-Under Age Classification: A player whose 9th birthday is prior to January 1st of the current year is INELIGIBLE.


C. 10-Under Age Classification: A player whose 11th birthday is prior to January 1st of the current year is INELIGIBLE.


D. 12-Under Age Classification: A player whose 13th birthday is prior to January 1st of the current year is INELIGIBLE.


E. 14-Under Age Classification: A player whose 15th birthday is prior to January 1st of the current year is INELIGIBLE.


SECTION III - REGISTRATION


A. All division players shall be registered with the league Player Agent and will have paid the required registration fee, or has made special arrangements with the Player Agent, prior to being place on a team.


B. Sisters registering to play within their respective divisions shall have the option of playing on the same team or playing on separate teams and shall indicate their intentions to the Player Agent at the time of registration.


C. Any special considerations effecting the placement of players on a team shall be brought to the Players Agent’s attention at the time of registrations. Special consideration will be give disposition by LEGS Board of Directors prior to the draft.


D. At the time of registration, the Player Agent and or league representative shall advise each player and their parents as to the options and or requirements affecting their placement on the teams.


SECTION IV - EVALUATION TRYOUTS

A. No evaluation / tryout session will be required for players in the T-Ball and 8-Under divisions.


B. All players eligible for 10-U, 12-U and 14-U divisions shall be required to participate in an evaluation / tryout session.


C. Any player recorded to have previously pitched 20 outs in a single season in 10-U, 12-U and 14-U divisions must be evaluated as a pitcher. Any 8-U All-Star pitcher from the “A” or “B” team must be evaluated.


D. Designated Pitchers for each division will be determined by the amount of teams. The number of designated pitchers will not exceed by more than 2 the number of team in each division.


E. ALL pitchers / players have the option of signing a waiver making them ineligible to pitch the entire season.


1. If a pitcher can not attend evaluations, she will remain on the Pitchers Board unless she signs a Refusal Waiver.


Effect: If a player pitches she will be deemed ineligible and must be removed from the pitching position.


SECTION V - FORMATION OF TEAMS


A. The number of teams within each division shall be determined by LEGS Board of Directors after all registration sessions have been held.


B. There shall be a minimum of ten (10) and a maximum of twelve (12) players on each division team. (EXCEPTION - Section VI-G)


C. There will be a maximum of nine (9) players on a T-Ball team.


SECTION VI - DRAFT

A. The drafting order of teams shall be determined by a draw of number.


B. If a team does not have a Manager (head coach) at the time of the draft, a board member who has attended that division evaluation and is not coaching in that division, will draft for that team until a Manager is found.


C. The draft will begin with round “A”. Round “A” will place each Manager’s daughter(s) on his/her team. The draft will continue with round one, drafting one player in the order established by the draw, to complete the first round of the draft (1-2-3-4.…)

Players in the 10-U, 12U and 14U divisions shall be drafted onto teams by an open draft method. Each team will choose a player from all players evaluated on each round. (EXCEPTION: Round “A”)

2. Players in the T-Ball and 8-U division will be placed onto teams by the Player Agent according to neighborhoods and/or attending school.


D. When a player is drafted who has a sister in the same division and those players have opted to play on the same team, the players shall be drafted to the same team after the next selection by the Manager. Example: A player drafted in the 4th round, the sister will be drafted in the 6th round)


E. The Player Agent shall direct the draft in order to comply with any special considerations approved by the Executive Board affecting the placement of players onto the teams. There shall be no changing of players after the draft has been ruled over (ended) by the Player Agent.


F. In the event that the maximum number of players have drafted onto the team, and there are still players who have been evaluated but not drafted, the draft shall continue until all players have been placed.


G. In the event that all players have been drafted, and there are still teams with less than the required number of players, those teams shall be increased up to the required number of players by assigning additional players from the waiting list (Section VII).


H. Evaluations of Pitchers:


1. Prior to the draft, the Executive Board of Directors will evaluate each division and design a method to insure proper distribution of pitchers to each team.


I. At the conclusion of the draft, and before the Player Agent rules the draft to be over (see E), Managers may trade players for reason of transportation etc… All trade will be made under the direct supervision and approval of the Player Agent.


SECTION VII - WAITING LIST


A. A waiting list shall be established in each division in order in which they were received by the Player Agent.


B. The waiting list shall be confidentially maintained by the Player Agent. Confidentiality of the waiting list must be observed in order to safeguard against unfair practices in reporting team shortages and recruiting. Managers will not be considered to have any need to know the details as to the status of the waiting list.


C. When players are assigned to a team from the waiting list, the full registration fee will be collected.


D. Players will be selected as they appear on the waiting list to teams that are still below the maximum number by a “draw” method.


E. There will be NO players added to the waiting list after 2 weeks have passed from the 1st


game of the current season.


SECTION VIII - TEAM ROSTER MODIFICATION


A. After the formation of teams to the maximum size, players remaining on the waiting list shall be placed impartially from the top of the list onto teams as vacancies become available. A vacancy to be filled exists under the following circumstances:


1. When a team roster falls below the maximum allowable number of players.


2. When a player is injured and will miss three or more scheduled games and the Manager requests an additional player to replace the injured player.


a. Should the injured player recover and return to active playing status, the player added to the team roster shall remain an active player of the team even if such action will result in a team roster exceeding the maximum allowable number of players.


b. A player who is injured and unable to return to active playing status during the regular season, she will be eligible for all league activities and for such awards that may accrue to that team as a result of league play.


B. Managers shall report shortages to the Player Agent as soon as they occur. Any and all players leaving a team shall be contacted by the Player Agent. The parents shall also be contacted to ascertain the reason for leaving.


C. Players added to a team roster after the initial formation of teams are not required to be played in a regular season game until they have been on the roster for seven (7) days. Managers unable to contact a new player must notify the league Player Agent .


D. In the event of a unique situation involving the placement of a player which is not covered by the rules contained here in, the issue shall be resolved by LEGS Board of Directors.


SECTION IX - PRACTICES


A. The team Manager shall establish a practice schedule for their team.


B. The team Manager or some other responsible league adult shall remain on the practice field or in the immediate vicinity until ALL players have left for home in their usual manner.


C. An adult female must be present at all practices and games.


SECTION X - TEAM ASSISTING PERSONNEL


A. Managers shall assure that they have received, reviewed and understand the League By- Laws and League Rules and Regulations. They shall also assure that all team personnel are aware of their responsibilities and duties.


B. All Managers will be certified by A.S.A.


C. A copy of each players registration form must be in the Managers possession at all times during practices and games. The registration form enables Managers to obtain medical attention if a parent is unavailable.


E. All Managers and Assistant Coaches must be checked and be cleared as provided under “Meghans Law”.


SECTION XI - DISCIPLINE


A. A player shall not be physically disciplined or embarrassed at any time, (practices or games). If a player needs to be disciplined or corrected, be tolerant and fair. If further action needs to be taken, contact the players parent and the Player Agent for assistance.


B. If a Manager has a disciplinary problem with any player, every effort should be made to resolve the problem. If, after every effort to resolve the problem, it persists, the Manager may suspend said player from a game with the approval of the Player Agent.


SECTION XII - ALL STAR SELECTION


A. All Star Managers will be selected by a vote of all Managers in that respective division and a vote by all voting league Board Members. If a voting Manager is also a league Board Member, he/she will only have one vote. The following guidelines shall apply:


1. All Star Manager must be a current Manager in the league, or a current board member.


2. Elected All Star Manager will pick his/her assistant coaching staff.


3. All Star Manager and his/her coaching staff must be in good standing with LEGS. throughout the year.


4. LEGS Board of Directors reserves the right to make final approval of the LEGS. coaching staff.


B. All Stars will be selected by a tryout at the end of the season.


C. Player Eligibility:


1. Players must play a minimum of 50% of the current season games.


2. Players who have played in a higher division age classification during the current season are eligible to play in their correct age classification.


3. Players who have participated in any other league All Star or travel type team (including ASA and non ASA) after April 1st of the current year are not eligible.


4. Players must be financially current with LEGS.


5. All players must have participated in an All Star tryout.


6. Players and players parents must be in good standing with LEGS throughout the year.


SECTION XIII - SNACK BAR ASSISTANCE


A. At the beginning of each season, each team in each division will be given the dates that they are responsible for manning the league snack bar. (Managers: See 14 Section VII M).


B. There will be at least two (2) adults during the week and three (3) adults on Saturday to run the snack bar.


C. If for some special reason (see definition in Webster’s dictionary) a team can not work their scheduled snack bar time, the board must be given two (2) weeks notice. The Concessions Board Member will make every possible attempt to change dates with another team.



Article II


Rules & Regulations


 


 


SECTION I - GENERAL


The playing rules for league games shall be of the Official Rules of Softball (fast pitch) published by the Amateur Softball Association (ASA), except as specifically modified by the following rules.


A. The official pitching and base distances for each division:

B. If an illegal pitching distance or base distances are discovered during the game, they must be corrected to the legal distances if possible, at the time of discovery.


C. The Home team is responsible for supplying the “Official Scorekeeper”.


D. The T-Ball home team shall be responsible for supplying the batting tee and bases to be used in the game.


E. BOTH teams (home and visitor) are responsible for preparing the field for play (watering, raking, chalking, putting out bases etc…). Each team shall have at least one (1) person who is responsible for these duties.


F. Both teams (home and visitor) are responsible for returning all equipment to it’s designated area at the end of the last game of the day/night.


G. All teams are responsible for picking up the trash and miscellaneous debris surrounding the dug-outs AND bleachers.


H. Warm up prior to game.


1. No batting practice will be permitted before any game.


a. Soft-toss or batting tee work using regular softballs hit into a net and/or live pitching with whiffle balls is permitted.


SECTION II - EQUIPMENT


A. A full set of equipment will be distributed to each team after the formation of teams. ALL EQUIPMENT REMAINS THE PROPERTY OF LEGS AND IS TO BE RETURNED TO THE EQUIPMENT MANAGER UPON CLOSE OF THE SEASON.


1. Trophies will not be handed out to team until equipment is returned.


B. Helmet w/ mask throat protector, chest protector and shin guards must be worn by catcher during the game or anytime any player is warming up a pitcher.


C. Full Coverage running helmet with chinstrap and face mask must be worn by batter, base runners, youth base coach and on deck batters during a game. While on offense, helmets are not to be removed until player has entered the dug-out area. Helmets must be worn during any batting warm ups (soft-toss, tee work etc…).


D. No metal spike shoes will be allowed.


E. No bat rings, attachments, or lead pipes will be allowed on the field. Only an official softball bat may be used. “T-Ball bats” may be used in the 8-Under division. Only one (1) bat is allowed in the warm- up area (“on deck” circle).


SECTION III - UNIFORMS


A. The league will furnish a basic uniform to each player consisting of a jersey, shorts and socks.


B. The uniform for each player on a given team shall be of similar color and style with an identification number on the back.


1. Any modifications to league furnished uniforms must be approved by LEGS Board of Directors.


C. No exposed jewelry (wristbands, watches, bracelets, neck chains, earring etc…) will be worn during games.


1. Medical Alert Bracelets may be worn but must be taped so not to be exposed.


D. Under adverse conditions, additional protective clothing such as warm-up jackets, sweat shirts, sweat pants, etc… may be worn. Jackets must be zipped or fastened. Manager/Coach must announce the players numbers to both scorekeepers.


E. All shirts must be tucked in at all times.


SECTION IV - PLAYERS & SUBSTITUTES


A. Players should be on the playing field no later than 30 minutes before game time to enable the Manager to prepare the lineup and conduct pre-game warm-ups.


1. The Manager or Coach shall submit the line-up roster to the opposing Manager/ Coach or scorekeeper no later than ten (10) minutes prior to game time.


2. The line-up roster will include first and last name, uniform # and starting position.

3. A continuous batting order concept is used in ALL Divisions to increase the participation of all players in the games.


a. Every player shall be listed in the scorebook and shall become the batter in order in which their name appears in the scorebook.


b. All players MUST play a minimum of every other inning on defense, except in the case of injury.


c. If minimum play requirement are not met, violations shall be grounds for protest. If the protest is upheld, the penalty is forfeiture of the game.


4. Once the batting order is established, it shall remain the same for the remainder of the game.


10-U, 12-U and 14-U Divisions:


a. If a player is absent when it is her at bat, an out shall be called and the player can be removed from the batting order at the Managers option. If the player is not removed from the batting order she will be an out each time she fails to bat.


b. Any player who is not present at the playing field at least ten (10) minutes prior to game time may be ruled absent at the team Managers option.


c. Once the line-up is given to the Umpire, it is considered an “Official Line- up”.


1. If the player arrives after she has been removed from the batting order, she is ineligible to play in the remainder of the game.


B. Team Managers shall report all pitching changes to the Umpire.


1. If a Manager/Coach, in the opinion of the Umpire is changing pitchers and/or consistently asking for a defensive conference, or any other attempt to stall the game the Umpire will warn the defensive Manager/Coach once, if it continues the Manager/Coach will be ejected. The Umpire may add extra time to the game at his/her discretion.


C. A Courtesy Runner may be used if a batter runner / runner becomes injured.


1. If in the Umpires judgment a player appears to be injured prior to batting, she may be ruled an out (see Rule Section IV, 4A).


2. The Courtesy Runner may be used one (1) time per player in any one game.


3. The Courtesy Runner will be the player who made the last out.


D. In the 10-U, 12-U and 14-U Divisions a team may start and/or finish a game with eight (8) players.


1. An out will be recorded in the 9th batting position ONLY the first time it appears in the batting rotation.


2. If a team falls to eight (8) players due to an ejection of a player, that team will forfeit the game (per ASA).


E. Roster shortages in the 10-U, 12-U AND 14-U Divisions:


1. If a teams roster becomes nine (9) or below, that team may play with seven (7) players without taking a forfeit.


2. The Player Agent will notify the UIC which team or teams this applies to.


3. The Player Agent may take a player off of the roster due to an injury or is under a Doctors supervision. When said player has obtained a medical release, she may be reinstated to the roster.


Effect: An out WILL be taken ONLY the first time the #8 and/or #9 appears in the batting rotation.


SECTION V - THE GAME


A. The home team shall be designated by the established league schedule.


B. The home team will use the third (3rd) base dug-out.


C. The home team will be responsible for furnishing an Official Scorekeeper to keep the Official Scorebook and Game Summary (to include all pitchers, amount of pitching outs and final score). The Official Scorekeeper is responsible for securing the signatures of both Managers on the completed Game Summary when the game is completed and returning it to it’s designated area in the snack bar.


D. Scheduled game time is forfeit time.


E. In the 10-U, 12-U and 14-U divisions, no new inning will be started after 1 hour and 20 minutes have elapsed since the start of the game or seven (7) innings have been played, whichever occurs first. Game will end after the home teams at bat (if needed).


F. A tie game will go to International Tie-Breaker Rule. One (1) inning maximum.


G. If one team is ahead by 15 runs or more after three (3) innings (2 ½ if home team is ahead) or eight (8) runs after five (5) innings (4 ½ if home team is ahead) the game shall be call by the Umpire per “Run Ahead Rule” (Rule 5- Section 9. w/ mod. ASA/2002 Rule Book).


H. At the Umpires discretion, an official game may be delayed, called or canceled due to inclement weather, darkness, unsafe conditions etc… If such a game has completed at least one (1) hour of play time and the home team has completed the inning (if behind), the game shall be considered official.


I. At the Umpires discretion, time may be added to a game due to long delays such as injuries or other unforeseen circumstances (expect in the 8-U division).


J. There will NOT be any changes to scheduled games without the express consent of a quorum of the LEGS Board of Directors. All requests for game schedule changes must be submitted in writing at least one (1) week prior to the scheduled game to the Player Agent.


K. Due to the limited season length and shortage of fields, make-up games may be scheduled at the last minute, on holidays, weekends, early afternoon or late evenings. Games that were cancelled for any reason may not be made up if the league has a non-availability of fields or season length.


L. If games are cancelled due to inclement weather, a board member will ATTEMPT to contact all Managers. Teams that are not contacted must show for their scheduled game or risk a forfeit. LEGS Board of Directors will not take responsibility for teams that are not informed of cancellations.


SECTION VI - PITCHING REGULATIONS


A. In the 10-U, 12-U and 14-U divisions, a pitcher may not pitch more than the specified number of outs during any two (2) consecutive scheduled/re-scheduled games. One (1) pitch by a pitcher to any batter, if that batter becomes an out will be credited to that pitcher/pitchers’.


NOTE: If a pitcher has one (1) out left and a double-play occurs that pitcher will not be penalized. Same applies to two (2) outs left and a triple-play occurs.


1. If a team is playing below nine (9) players the automatic out/outs will be recorded to he pitcher who preceded the automatic out/outs. No penalty if the pitcher exceeds specified number of outs.


a. If the automatic out/outs are the #1 batter or the #1 & #2 batters of the inning, the out/outs will be recorded to the pitcher who follows. NOTE: Penalty WILL be assessed to pitcher if she exceeds specified outs.


2. In the 10-U division, “Awarded Outs” (9th batter rule) will NOT be counted as outs to the pitcher.

B. It is the Managers responsibility to verify the number of innings recorded against their pitcher on the Game Summary. The Game Summary MUST be signed by both Managers.


C. Violations shall be grounds for protest.


1. The use of ineligible pitcher will constitute a forfeit if properly protested.


D. International Tie Breaker innings will NOT count against a pitchers consecutive games.


E. If a game is cancelled or considered incomplete, the outs pitched will NOT count against a pitchers consecutive games.


F. At the conclusion of each game an Official Game Summary must be completed and signed by both Managers and returned to its designated area in the snack bar.


G. Game Summaries will be kept in the 10-U, 12-U and 14-U divisions, which can be viewed by any Manager or Coach prior to game time.


SECTION VII - CONDUCT ON THE FIELD


A. Any player, manager, coach, parent or spectator who makes an un-sportsman like remark towards team members, fan or umpires will be warned and asked to maintain control. If the problem persists, the umpire will eject the offender from the premises. If offender refuses to leave, the umpire will forfeit the game in favor of the team not causing the disturbance.


1. Un-sportsman like remarks will include the term “crow-hop, re-plant, illegal pitch etc…


B. No coach, manager, parent, or spectator shall participate in a game with alcohol on their breath or while intoxicated.


C. There will be no alcoholic beverages on the field or park grounds in any type of container.


D. Violations of any Federal, State, County or Municipal Law committed by a manager, coach,


player, spectator or LEGS Board Member is prohibited.


E. Any player, manager, coach, league member or official who flagrantly attempts to do bodily harm to any persons at any LEGS sanctioned event shall be suspended from the league for the remainder of the season.


F. All Managers and Coaches shall exercise complete control of their players and coaching staff.


G. A Manager will not remove his/her team from the field while a game is in progress. Doing so will result in a mandatory board inquiry resulting in the possible suspension of the offending Manager/Coach and/or his/her general membership being revoked.


H. All Managers/Coaches will utilized good sportsmanship at all times, before, during and after each game. Manager/Coaches are to set a good example for all players on the field.


I. There will be NO violation of the “Code of Conduct” by any General Member.


J. Aggressive, hostile or threatening behavior at any LEGS sanctioned event will not be tolerated.


K. Any Manager/Coach who allows a pitcher to pitch more than the specified number of outs during any two (2) consecutive scheduled/re-scheduled games (section VI-A) after being notified and it is deemed a flagrant act of disobeying said rule will be deemed as an


un-sportsman like act.


*VIOLATIONS OF ANY OF THE ABOVE RULES A-K ARE GROUNDS FOR IMMEDIATE SUSPENSION AND REMOVAL FROM THE PLAYING COMPLEX AND PENDING A HEARING BEFORE THE LEGS BOARD OF DIRECTORS, MAY BE GROUNDS FOR REVOKING THE GENERAL MEMBERSHIP AND MAY RESULT IN INELIGIBITY FOR FUTURE PARTICIPATION WITH LAKE ELSINORE GIRLS SOFTBALL.


L. Manager and team personnel may not smoke on the field or near the dug out during games or practices.


M. Scorekeepers will not interfere during the game unless asked for assistance by the Umpire.


N. All business of the team shall be handled by a single representative to be designated to the Umpire prior to the start of the game.


O. Ejection from a game of any Manager, Coach or player will automatically result in the suspension from the following game played by their team.


P. Managers/Coaches are to cooperated by providing team parents to run the league snack bar when scheduled to do so ( see Article I - Section XIII).


SECTION VIII - PROTESTS


A. Intent to protest must be indicated to the plate Umpire in accordance with ASA rules.


1. Before the next pitch for playing rule protests.


2. Prior to both teams and the Umpire leaving the playing field for player eligibility protests, minimum play requirement protest or pitching regulation protests.


B. A written protest must be submitted to LEGS Umpire-in-Chief (UIC) within 72 hours after scheduled game of protest.


C. If the UIC is unavailable, LEGS President may receive the written protest.


D. Protest shall contain all pertinent information relating to the protest situation as delineated in current ASA rules.


E. Protest shall be accompanied by a $25.00 Protest Fee which is refundable if protest is upheld.


F. LEGS UIC will convene a Protest Committee and handle the protest in accordance with LEGS By-Laws.


G. Judgment calls are not grounds for protesting a game.


H. There will be absolutely NO protests in the T-ball or 8-under divisions.


SECTION IX - 1st and 2nd HALF DIVISIONAL TIE BREAKERS


A. There will be a 1st half winner and a 2nd half winner in the 10-U, 12-U and 14-U divisions.


B. Divisional tie breakers will be determined by a one game playoff.


C. Third place team will be determined by overall win/loss record.


D. If the same team wins both halves they will be awarded 1st place. 2nd and 3rd place teams will be determined by overall win/loss record.


8-UNDER AND 10-UNDER DIVISIONS ONLY

A. All sections of Article I & II shall apply to the 8-Under & 10-Under divisions with the following exceptions:


1. The Worth 10” ball for 8-U and the Worth 11” ball for 10-U


2.
9th Batter Rule - 10-U ONLY

a. Umpire declares 2 outs. Note: Not charged to pitchers outs.


b. Inning shall end when 3rd out is made or a defensive player has possession of the ball and is in contact with home plate (no tag required)


c. If 9th batter is hit with pitched ball, she is awarded 1st base (except when coach is pitching) then the 10th batter will come to bat etc…


d. Official scorekeeper will inform the Umpire of the 9th batter up. Umpire will


notify both teams.


3. There will be no walks issued to any batter. Whenever a batter reaches a count of four (4) balls, the offensive coach will pitch to that batter from the pitching rubber.


a. Batter shall maintain the strike count.


b. Batter may strike out swinging or looking.


c. If the coach is hit with a batted ball the ball is dead and runners return to their previously occupied base. The batter is out.


d. Coach will be allowed three (3) pitches Maximum (unless foul ball on the 3rd, 4th etc.. pitch).


e. When the coach is pitching the batter will not be awarded 1st base on a “hit by pitch”.


f. Pitcher who gave up the walk will remain in the pitching position and must have one (1) foot in the circle when the Coach is pitching.


g. There will be NO bunting when a coach is pitching.


h. When a batter is hit by a pitched ball from the Pitcher (youth). The ball is dead. The offensive Manager/Coach has the option of allowing the batter to take 1st base or continue to bat with the Manager/Coach pitching with zero (0) strikes. Three (3) pitch maximum.


Note: This rule would not apply when or if “Walks” are allowed in the 10-Under Division.


4. Runners on 1st or 2nd base may steal one (1) base per pitched ball.


a. A runner in sole possession of an illegally stolen base shall returned to the correct base at the conclusion of play (after play is called dead by the Umpire).


b. A runner can not steal home.


c. A play at 3rd base does not release the runner from 3rd base.


d. Runners may not steal when the coach is pitching.


e. Bases will be awarded for penalties. Example: Ball thrown out of play.


5. There will be NO “Infield Fly” rule.


6. There will be NO “Drop 3rd Strike” rule.


7. All Managers/Coaches and spectators are strongly encouraged to promote a positive atmosphere to encourage healthy instruction and competition.


8. A meeting to decide the “No Walk” rule will be taken at the half way point in the season with the 10-Under Managers.


a. A vote will be taken by a committee consisting of the Head Player Agent, Division Player Agent, UIC and the Vice-President.


8-UNDER DIVISION ONLY ( 9 THRU 15 )


9. A maximum of six (6) players may be position in the infield and four (4) players in the outfield.


a. All outfielders must remain on the outfield grass until the ball is pitched.


b. Every player must play an infield position at least one (1) full inning during any of the first three (3) innings of play.


10. When the pitcher has possession of the ball, that is returned within the circle, the ball is dead and all play will cease.


a. If the pitcher fails to catch the ball within or near the circle, she is considered to have possession if she has made an attempt to catch it.


b. Base runners who are not past the mid-point between the bases shall return to the base they left without liability to be put out.


c. Base runners who are past the mid-point between bases shall advance to the next base without liability to be put out, unless a preceding runner occupies the base.


11. Teams may start and finish with six (6) players.


12. A pitcher shall pitch no more then two (2) innings per game.


13. Coaches will pitch to batter for the first 3rd of the season.


14. Games are six (6) innings or 1 hour & 15 minutes DROP DEAD.


15. An inning shall end after six (6) batters or three (3) outs, whichever occurs first.


T-BALL DIVISION ONLY

The T-ball division of LEGS is an instructional division. The goal is to teach the sport of softball and it’s fundamental through practice and games of limited competition. Scores may be kept at the Managers discretion. All participants will receive a trophy at the end of the playing season and all participants will be considered to have won their division. All Managers, Coaches and spectators are encouraged to promote an atmosphere of pressure-free learning for the children who are participating in the program.


A. The base path shall be 35’ in length.


B. A batted ball which does not go beyond a 5 foot radius from home plate shall be considered a foul ball.


C. Both teams (home and visitor) are responsible for preparing the field.


(see Article II, Section I, E)


D. Both teams (home and visitor) are responsible for returning all equipment to it’s designated area at the end of the last game of the day (see Article II, Section I, F).


E. For the safety of the players only low profile movable runner bases shall be used.


F. A coach, at his/her own discretion may pitch the ball the their own player. The coach will make every attempt not to “screen” the defensive players from the ball. The coach must make every attempt to take a neutral position (stepping out of the way or kneeling down) so as to not disrupt the flow of the defense.


G. If a coach opts to pitch to their own batter, they must provide an adult catcher. This catcher shall stop foul tips and missed strikes. He/she shall then hand the ball to the opposing teams catcher to be thrown back to the player at the pitchers position. The pitcher will then hand the ball to the coach.


H. It shall be considered a strike if the batter swings at a pitched ball and misses or causes the ball to go into foul territory and/or causes the ball to leave the tee with her bat.


I. All players will bat through the lineup regardless of the number of outs.


J. Teams may start and finish with six (6) or more players.
