   SPECIFICATION OF LEAGUE ROSTERS

Two (2) copies of completed rosters must be submitted at the final pre-season meeting in April.
A. A player can not be listed on more than one roster.
B. There is a 20 player maximum on all rosters, including the manager.
C. Personnel changes are allowed until May 31. All requests must be submitted to the League and approved in order to be valid. An unauthorized roster move will result in an immediate forfeit, and possible investigation and/or fine.
D. Effective June 1, all rosters become official and further changes are prohibited.
E. 1 AB = GAME PLAYEDF. If player is injured going into the game, notify the opposing team and umps and if player is in attendance than the game will count towards playoffs.  SPECIFICATION OF LEAGUE FEES

HMSL fees, incl. USSSA, Insurance and Softball fees are due at the final pre-season meeting in April. Additional team expenses include game umpire
’s fee (payable prior to each game) and team equipment, such as bats, jerseys, scorebooks, etc. (supplied by team at team’s expense)




    FORFEITS

  • In the case of a forfeit the forfeiting team is responsible for paying umpire fees for both teams ($48).
 
  • Any team that has 3 forfeits will be disqualified from the league (no league fees will be refunded for being disqualified from league)
 
  • If a team starts with 9 players, a 10th player can be added any time.
 
  • In the case of a forfeit, the opposing (assuming they have enough players to field a team) team can fill out a lineup and get it signed by the umpire and this will count towards eligibility for the playoffs.



UMPIRES

There will be two (2) USSSA umpires officiating each game. Umpire game fees ($24/each) are payable before each game. If one (1) USSSA umpire is present, the game may begin and game fee will be adjusted. If both umpires fail to attend, team managers may opt for one of the following:

A. Postpone the game.
B. Have 2 people from league umpire game.  Both teams must agree to this.


 GAME TIMES

A. Game times are: 6:00pm, 7:00 pm., 8:00 pm.
B. Teams are expected to be at the field 15 minutes prior to the start of scheduled game.
C. There is a 15 minute grace period for the 6:00 pm game only.

   RAIN-OUTS

We will do our best to contact the team’s manager as soon as a decision is made on the game to give you ample time to contact your team.

We must notify the umpires ONE HOUR before game time is we are to cancel game due to weather. Once a game has started, an umpire is the sole judge as to whether a game will be suspended due to inclement weather.

    GAME RULES - HMSL ADOPTED

A. Automatic Out
   1. All games will begin if a team has 9 players present.
   2. Teams must have nine (9) players minimum to start and continue a game. There will be no automatic out for a team fielding only nine players. If a player is injured or ejected from a team with no substitutes and only nine (9) players, the game is over and the opposing team is declared winner.
  
B. Courtesy Runner
   1. Teams are allowed two courtesy runners per game, and the player must be identified by the manager prior to the start of the game. The substitute runner will be the last batter to make an out. The last batter in the line up will be the runner if it is the first inning with nobody out. If an injury occurs during a play, the last batter to make an out will be the substitute runner.

C. Home Run Limit
   1. Each team is allowed to hit 6 home runs per game.  Once the 6 home runs are hit each home run thereafter will be considered an out.  There is NO one-up rule.



GAME RULES - USSSA PLAYING

A. Mercy Rule
   1. A team ahead by 15 or more at the end of the 4th inning, 12 or more at the end of the 5th inning or any completed inning thereafter, is declared winner and the game is officially over.  The homes team must bat in the bottom of the inning regardless the score, if the home team is losing.

B. Tie Breaker Rule
   1. The last out of regulation play is placed on 2nd base to start all extra innings. This is not a "sudden-death" situation as both teams get to bat in all extra innings.

C. Protests
  
Protest of any game must be initiated before the game starts and must be signed off by umpires, no protests will be accepted after the game is started.

 PLAYOFF PLAYER ELIGIBILITY

All eligible players must be listed on official regular season rosters and have appeared at ten (10) regular season games . Players must be listed in the team's scorebook to be considered playoff admissible. Appearances include starters, reserves, pitcher only, etc.
        EJECTIONSThe game suspensions for each ejection are as follows: 1st Ejection- Suspended for next game 2nd Ejection- Suspended for next 3 games 3rd Ejection- Suspended for remainder of season.



 PLAYER PICK-UPS FROM OTHER TEAMS

If a team shows up without a full team (9 players) they may pick up to 2 players from another team, under these guidelines:
 
  1. Both teams must agree on the players chosen.
  2. If one person is picked up, he must catch and bat last in the lineup, if 2 players are picked up one has to catch and the other has to play RF and both players must hit in the last 2 spots in the lineup.
  INSURANCE
The league insurance policy is for Field / Facility Owners Liability Insurance. This USSSA liability insurance program provides coverage for lawsuits brought by injured participants. This policy covers only the field / facility owner, city directors, and league officials during USSSA sanctioned activities. Medical coverage is not provided for by this plan, and must be purchased by each team separately if requested
