2001 NSA RULE CHANGES

Youth Fastpitch

The following 5 rule changes represent the major revisions affecting the youth fastpitch program.

12U pitching distance has been changed to 40 feet.
20U & Adult Women’s pitching distance has been changed to 43 feet.

Teams now have the option of using two EP’s.

A courtesy runner may be used for both the catcher and pitcher after two outs. The courtesy runner must be the last player due up at the time the substitution is made. The pitcher and catcher are determined to be the last players occupying those positions on defense. If in the top of the first inning, the pitcher and catchers are those listed as such on the official lineup card.

The on-deck batter may take a position within the lines of the on-deck circle on either side of the batter. If the on-deck batter chooses to stand on the opposing team's side, she cannot block the view of the opposing manager or coach.

10U "A" teams can now steal one base at a time, with no stealing home and still no dropped third strike. Any local tournaments that have a mixture of "A" and "B" teams will allow stealing. Tournaments that prohibit "A" teams will not have stealing (this includes the "B" World Series).

Rule 3 Sec 11 Defined "Tank Top". A tank top is a shirt without sleeves with less than a 1 1/2 inch wide shoulder strap.

Rule 3 Sec 11 added Batting Helmets that are broken, cracked, dented, or that have been illegally altered are prohibited from use. added note: Calling a runner out for removing a helmet does not remove force play situations. Umpires should use discretion as to the intent of the rule concerning player safety.

Rule 3 Sec 11E added to E: any player other than the catcher may wear an approved plastic protective face mask/guard.

Rule 4 Sec 5E added E: Blood Rule. A player, coach, or umpire who is bleeding or who has blood on their uniform shall be prohibited from participating further in the game until appropriate treatment can be administered. If medical care or treatment is administered in a reasonable length of time, the individual will not have to leave the game. The length of the time that is reasonable is left to the umpire's judgement.

Uniform violations will not be enfoced is a uniform change is required. The umpire shall:
a.   Stop the game and immediately call a coach, trainer, or other authorized person to the injured player and allow treatment.
b.   Apply the rules of the game regarding substitution, and reentry if necessary.

Sec 19 Clarification of the Tie Breaker
added example: Three teams tied. Team A has allowed 10 runs, team B has allowed 15 runs and team C has allowed 20 runs. Team A allowed least runs and advances to the next level of play. Team B and C revert back to Sec. 19 - Two Teams Tied. Team C beat Team B, so Team C adbances to next level of play.
