Gahanna Junior League Sports: GJLS Constitution pt.2
9.06 All teams must adhere to the stated limitations regarding the residency of its players. The maximum number of players on a team roster who reside outside of the Gahanna Jefferson (taxing) School District is zero. Any request for an exception to the residency requirement must be submitted prior to when the team presents its roster to the Board of Directors. In all cases, rosters must adhere to the rules established in this Constitution and Regulations.
9.07 The coach of each team must collect a $200 minimum non-refundable “commitment” deposit from each player who has accepted a position on the team. Players accepting a roster spot may forfeit their spot if they do not secure it by providing the coach with their “commitment” deposit and signed Travel Player Registration Form with three (3) days of the offer extension.
9.08 The GTP representatives (one each from baseball and softball) must submit final full rosters for all teams to the Board of Directors by October 1st. The completed rosters, Player Registration Forms and player registration fees must be presented to the Board of Directors before the teams will be approved to play. Any roster changes made after October 1st must be submitted, in writing, for approval to the Board of Directors.
9.09 Prior to the Board of Directors meetings in July (baseball) and August (softball), each head coach candidate, including returning coaches, must submit a GJLS Coaching Application to the GJLS Screening Committee in order to be considered a candidate. The GTP representatives will interview the coaching candidates and submit a recommendation to the screening committee for approval. Returning coaches will continue with the same team each year if all of the following criteria are met:
- Their child makes the team.
- They have demonstrated that they follow GJLS and GTP rules and guidelines.
- Screening Committee approval.
- They wish to return as head coach.
If the prior season’s coach is not returning, the GTP representative(s) and Screening Committee will interview coaching candidates and select the best candidate. The Screening Committee should observe the criteria listed above before making any appointment. Head coaches will be approved one (1) week after such designated Board of Directors’ meetings.
9.10 All candidates for assistant coach must complete a GJLS Assistant Coaching Application that will be submitted to the GJLS Screening Committee by the GTP representatives for consideration and approval before the first game of the season.
9.11 GTP teams will limit the number of games placed as noted below:
Ø 9U maximum of 35 games
Ø 10U maximum of 50 games
Ø 11U maximum of 60 games
Ø 12U maximum of 60 games
Ø 13U maximum of 70 games
Ø 14U and above maximum of 70 games
Any exception must be approved by the Board of Directors.
9.12 GTP teams will only compete in tournaments and leagues approved by the Board of Directors.
9.13 Teams must adhere to the uniform limitations established by GTP representatives and approved by the Board of Directors.
9.14 GTP teams should maintain reasonable control over player expenses. GJLS recommends that teams should attempt to keep the cost per player to $900 or less. This includes all uniform pieces and accessories, including jackets/pullovers, bat bags, league fees, insurance, registration fees, tournament entry fees, umpires, baseballs/softballs/ equipment, practice facility rental expenses, hitting leagues and facilities maintenance (e.g., lawn care or field upkeep expenses) beyond that which GJLS provides. This excludes bats, gloves, spikes, gasoline, lodging expenses, dining and entertainment expenses. The GTP representatives will assess each team a charge for administrative or other expenses incurred by GJLS and the GTP program. The GTP representatives will collect GJLS registration fees (as required in the Constitution and Regulations) from each coach and forward to the Board of Directors along with the Player Registration Forms.
9.15 All fundraising events must be approved by the Board of Directors. To avoid possibly jeopardizing the tax-exempt status of GJLS, all teams should refrain from participating in fundraisers that benefit other organizations.
9.16 A full and accurate financial report for each team shall be delivered to the league by September 1 of each year. It shall include all receipts and expenses incurred by each team. Failure to deliver the annual financial report to the Board of Directors puts the head coach in violation of league policy and subject to removal and/or dismissal of said coach.
9.17 GPT representatives will survey all team parents at the conclusion of each season. GPT representatives will seek opinions about communication, organization, coaching skills, baseball knowledge, the child’s overall experience, the parents’ overall experience, suggestions and general comments about the team and/or the GTP.
9.18 Failure to abide by these GTP guidelines and the GJLS Constitution and Regulations will result in immediate suspension and be grounds for removal from the program. The GJLS Screening Committee shall take this into consideration before appointing and/or approving a coach. Refer to Regulation 13.00, Complaints, Hearing Procedures, Discipline10.00 TOURNAMENT TEAMS
10.01 The Board of Directors shall recommend to Sports Council at the June meeting the number of tournament teams the League will sponsor that year.
10.02 Any person may apply to manage any tournament team to be fielded by GJLS. Section is as follows:
A. Pony league managers and the Pony league commissioner shall vote on nominees for the manager(s).
B. AAA managers and the AAA commissioner(s) shall vote on nominees for managers of the 11 and 12-year old team.
C. AA managers and the AA commissioner(s) shall vote on nominees for managers of the 9 and 10-year old team.
D. Softball managers shall vote on nominees for manager for teams.
E. A managers and the A commissioner(s) shall vote on nominees for the manager(s).
F. All voting for managers in section 8.01 shall be done at the June meeting.
10.03 If GJLS sponsors a team(s), the rosters for that team(s) will be selected by a committee appointed by the President.
A. Only players that try-out will be eligible for the team.
B. Team rosters shall have a minimum of twelve (12) and a maximum of fifteen (15) players per team.
C. There will be no alternates.
D. The tournament teams will abide by the same playing time rules as listed under Sec. 9.01(f).
E. During a GJLS tournament, each tournament team for that league shall supply parent workers to help run the tournament, including the concession stand.
10.04 If GJLS fields two (2) teams in a given age bracket, the applicant receiving the most votes shall manager the A team. BOTH managers may pick up two (2) players on option; his two (2) sons; his son, and the son of an assistant coach he names; or the sons of two (2) assistant coaches he names, if he has no sons eligible for the team he is managing.
10.05 GJLS will fund entry fees for two (2) tournaments, one of which must be a GJLS tournament.
11.00 CALL-UP FROM A LOWER LEVELIT IS HIGHLY SUGGESTED THAT BEFORE USING THE CALL-UP PROCEDURE, IT IS COMPLETELY DETERMINED TO THE BEST OF THE COACH'S ABILITY WHAT PLAYERS ON THE TEAM WILL BE AVAILABLE FOR THE GAME – DO NOT ASSUME A PLAYER IS NOT GOING TO SHOW UP FOR A GAME.11.01 Each commissioner shall supply a list of available players and their telephone numbers to the next higher league to be called-up for games.
11.02 During the season, if a manager of an A, AA, AAA, Pony, High School, or any softball team finds that he will not have enough players to field a team for a given day, he may call from the call-up list provided by the next lower league’s commissioner. If the manager thinks he will have ten (10) players, he may NOT bring up a player; if nine (9), one (1); if eight (8), two (2); if seven (7), three (3), etc.
11.03 The league commissioners at the C, CC, CCC, A, AA, AAA, Pony, and High School levels shall require their managers to submit to them the names and telephone numbers of three (3) of his best players, to be available for call-up. When a manager of the next higher league calls the commissioner, he shall give that manager the names and telephone numbers of three (3) players whose teams do not play on that date in question for that manager to call-up for that day. All players whose names are submitted for call-up should play as close to an equal number of games as possible. No player may be called-up to the same team for more than three (3) league games. If the coach makes the telephone calls, that coach must inform the lower league's commissioner of the player's name(s) so that no one player is constantly being called-up. It is mandatory that a coach contact the lower league commissioner as soon as possible indicating that he has used a call-up player. If a lower league player is used who was available at the field at the time of play, the coach needs to inform the commissioner of that call-up as soon as possible after the game. If the game is cancelled, it is the coach's responsibility to contact the call-up player and the commissioner of the cancellation.
11.04 It is the commissioner's responsibility to keep an on-going list of call-up names and what team they played for so coaches cannot take advantage of the call-up availability.
11.05 No player who is called-up may pitch for the higher-level team.
11.06 If a team calls-up a player and has nine (9) players at the game, the player called-up may play a full game.
11.07 If a team calls-up a player or players and has ten (10) or more players at the game, none of the players called-up may play more innings than a player on the roster of the higher-level who is at that game.
11.08 Any player who is called-up must play at least three (3) complete innings, even if the team calling her up ends up with enough players to field a team without him/her.
11.09 Any players called-up to a league with a continuous batting rotation must be placed at the end of the batting order.11.10 In the event of a suspended game, any eligible call-up may be used, but any call-up previously used in the game must be asked first (in accordance with section 11.00 except section 11.08).
11.11 It is the coaches' duty to record the name of any call-up player in the logbook located at the concession stand.
11.12 Violation of any of the provisions of sections 11.01 through 11.11, inclusive, may be protested to the commissioner or any officer of GJLS in writing within twenty-four (24) hours of the scheduled starting time of the game in which the violation occurred. The commissioner or officer of GJLS shall investigate and report the complaint to the Rules Committee. The Rules Committee (Constitution, Article 3, Section 11) may disallow the protest if no violation can be shown to have occurred; or it may do one or more of the following:
A. Suspend the offending manager for one game;
B. Order this game replayed from the moment the violation occurred;
C. Issue a formal written reprimand to the manager (only one such warning may be issued per season).
12.00 CONCESSIONS
12.01 Concessions will be headed by a vice-president in charge of buying and supplying stands with all necessary equipment and food for resale.
12.02 Each concession stand is required to have a head person who is in charge of seeing to it that it is staffed and running smoothly. Each stand is also required to have a sign-in book for workers and “team drink” credits.
12.03 At the beginning of each season, the Vice-President of Concessions, with the approval of the Executive Sports Council, may implement rules to govern the operation of the concession stands. These new rules must be delivered to each league's commissioner prior to the opening of each stand.
12.04 No person under the age of twenty-one (21) will be permitted to work in the concession stands.
13.00 COMPLAINTS, HEARING PROCEDURES, DISCIPLINE
13.01 Complaints about coaches, managers, players, umpires, or other GJLS members violating the provisions of the Constitution, Regulations, and/or Playing Rules of this League may be made to the commissioner of the appropriate league, or any officer of GJLS, in writing within twenty-four (24) hours of the scheduled starting time of the game in which the violation occurred. The commissioner or GJLS officer who the complaint was registered to shall investigate and report the complaint to the Executive Sports Council. The commissioner or GJLS officer may:
A. Take no action, if, in their judgment, the complaint is groundless.
B. If the violation is not serious, reprimand the manager or coach orally or in writing (the second non-serious violation requires a written reprimand, with a copy to the Screening Committee chairman).
C. If the violation is serious (or a third non-serious one in a season), call for a hearing to be held on the problem.
The commissioner's or GJLS officer’s response must then be turned over to the Screening Committee and the next Executive Council meeting for review.
13.02 Hearings shall be conducted by the President before the Executive Sports Council consisting of the League officers, the Screening Committee, and the commissioner who called the hearing.
13.03 At the hearing, the complainant and the manager shall be given the opportunity to state their positions, defend their actions, and present evidence and witnesses if they desire.
13.04 The Executive Sports Council shall, after all evidence has been presented, evaluate the evidence in private. They may take any action on the complaint they deem appropriate, including:
A. Dismissal of the complaint.
B. Written reprimand.
C. Suspension of the manager or coach for any period of time.
D. Expulsion of the manager or coach, or member from GJLS.
E. Ordering the coach, manager, or member to refrain from doing any act the Executive Sports Council deems not in the best interest of GJLS. Their decision is final and binding.
13.05 The Executive Sports Council shall have the authority to take appropriate action to enforce their ruling.
14.00 EXEMPTIONS AND AMENDMENTS14.01 Any requests for exemptions to these regulations must be submitted in writing to the Board of Directors. A two-thirds (2/3) vote of the Board of Directors is required to grant the exemption.
15.00 AMENDMENTS15.01 Any proposals to amend these Regulations shall be submitted, in writing, to the Rules Committee. The Rules Committee will review all proposals and present their findings at the next scheduled meeting of Sports Council.
15.02 A two-thirds (2/3) present vote of Sports Council is required to amend these Regulations. All amendments become effective immediately unless a separate provision for a different effective date is incorporated into the proposal to amend.
