2009 GARDEN CITY SOUTH LITTLE LEAGUE SOFTBALL RULES    

 

IT IS THE RESPONSIBILITY OF EACH GCSLL MANAGER TO RETAIN A COPY OF THE PLAYING RULES, ALONG WITH THE LITTLE LEAGUE HANDBOOK FOR BASEBALL / SOFTBALL, AND HAVE THEM READY FOR REFERENCE AT EVERY GAME.


ALL DIVISIONS

FIELD MAINTENANCE 

It has always been and still remains the responsibility of the GCSLL Managers and Coaches to prepare the field prior to their game. 

This includes: Disposal of refuse, Raking the playing surface, Applying drying agents, and/or Applying field lines if needed. The tools and materials needed for this are located in the shed at the rear of the refreshment stand. You may of course enlist the aid of willing parents to assist in these duties. 

It is particularly important to keep this maintenance in mind when the fields have been affected by bad weather.          SAFETY is the first priority. 

IF A DAMAGED OR UNSAFE CONDITION IS DISCOVERED THAT CAN NOT BE CORRECTED BY THE MANAGER OR COACH, IT SHOULD IMMEDIATELY BE REPORTED TO A BOARD MEMBER, PREFERABLY THE DIRECTOR OF FIELD MAINTENANCE. 

FIELD DECORUM -

It is the responsibility of our Managers and Coaches to be examples of good sportsmanship and to maintain proper field decorum. This means advising players and patrons when necessary that unsportsmanlike conduct is not acceptable and will not be tolerated. Fans, players, managers, and coaches risk ejection for abusive conduct or language.  

In games officiated by umpires, the League will not tolerate abuse of the officials. Managers and coaches risk suspension for violation of this code.  In the case of a “questionable” decision, then a question is called for, not harassment.

Proper respect should be paid to the official, whether it is an adult certified umpire or particularly our own young GCSLL umpires.If a manager or coach feels the need to comment on a particular official that comment or question may be directed to the League’s Umpire-In Chief. 

It is important to remember that we are setting an example for children; and that we are here to play among our friends and families.  Keep in mind that although competition is a component in the nature of sport, many of these players attend school together and see each other in other settings.  

RAIN-OUTS, CANCELLATIONS, & MOVES:

 

It is your League’s intention to attempt to play every game scheduled, but the weather does not always cooperate. We will make every attempt to re-schedule or even move fields for games called for weather or field conditions. 

Generally, home team managers should wait to hear from the Board up to at least one hour before game time before calling to inquire about a game being called for weather.  Once notified, it is that manager’s responsibility to contact the opposing team’s manager.  Each manager must than contact all of their players.

As mentioned in the Field Maintenance section, if field conditions may be questionable due to rain, the Managers/Coaches should arrive early enough before a game to make the field playable.

If a manager has not been notified that a game has been called, he/she should assume the game is to be played.  If this situation is questionable the first point of contact should be the Divisions’ Vice President within one hour of the game. The Board should assist all who volunteer to Manage /Coach, but the Baseball/Softball VP’s should be the initial points of contact. 

It is the umpire’s responsibility to call games for weather once they have commenced. In games officiated by our “junior” umpires, the managers may confer with the umpire regarding these calls to insure safety and fairness.  

On game day, if cancellation of an in-house or “home” district game is necessary, it is important that the responsible Manager contact their Division VP; a call to the Umpire in Chief should be made to avoid unnecessary costs to your League.

The Player Agent will be informed of these occurrences, and should be notified first if there is more than one days notice. 

When moving a game location, please inform the Umpire in Chief to insure your official arrives at the correct location.

 


 

 

TEE BALL DIVISION

FIELD DECORUM

 Uniformed players, managers, coaches and approved volunteers only permitted on the playing field and in the dugouts during games. Parents are not allowed in the dugouts or on the playing field. Managers are responsible for the conduct of their players, coaches, parents, and siblings. *ONLY LEAGUE APPROVED VOLUNTEERS WITH BADGES ARE PERMITTED ON FIELDS. 

 

GAMES

1) All games will begin with a practice lasting ½ hour. 

2) Each team should alternate between a fielding and batting practice until the game begins.  Managers should emphasize to the parents of the children that the ½ hour practice time is not an excuse to bring the child down to the field ½ hour later and that the practice is part of the program.

 Innings  

1)    A game shall consist of three (3) innings. Longer games may be played if the field is available and the Managers agree.

2)    This is considered an instructional division. No scores are kept and games should be played in a  non- competitive atmosphere.  THERE ARE ONLY WINNERS NO LOSERS.

3)   The side is retired when all of the players for a team have batted once in an inning. No catchers are used at this level. 

Batting   

1) In games played from April 15 through April 30, batters will use the batting tee. 

2) From May 1 to the conclusion of the season, batters will hit against the coaches pitching. 

3) Managers and coaches are advised to assist young ball players in learning how to hold a bat, and   how to obtain a comfortable batting stance and swing.  This instruction may be given as the batter is   taking turn. 

4) Since there are no outs, continuous batting resumes until the entire roster has been to the plate. 

5) Last batter clears the bases.  Please rotate the batters so that each child will have the opportunity    to circle the bases. 

6) A coach must pitch on one knee and throw overhand as if throwing a dart for baseball and      underhand for softball. 

7) If a hit is not made within five swings, the batting tee must be brought back to assist with the      leveling of the batter’s swing. Once the tee is brought back the batter will bat until contact is made.      

“On Deck” Position

1) No “on deck” batter’s position will be permitted.

2) The on deck batter will remain in the dugout until they are at bat. There will be no swinging of the      bat until the batter gets to home plate.  However, the next batter up should be prepared with their      helmet on.   

Fielding  

1)  Each Manager must rotate their fielders every inning, including the pitcher.

2)  Allow all fielders to field a ball landing near their defensive position, and encourage the fielders  to make the throw to the appropriate base.

3) Do not interfere with a batted ball.

4) Do not allow the pitching position to dominate the field of play.

5) The main objective here is to have all of the necessary fielders become involved in completing the play.

6) When a ball is hit to an outfielder, they should be instructed to make the throw to second base.

7) The defensive team should have a player assume the pitching position for fielding purposes only.

 8) As of May 15th, and for the remainder of the season, should a play be made at any base where a   runner is out, the runner will retire to the dugout and continuous batting will continue until the       entire roster has hit.

9)  Instruct the young players to cover their respective defensive positions even when they are not     involved with the live play. Fielders should be taught the proper fielding positions, stance, and  area of coverage.

10) First base is generally the most dangerous position on the field at this level. It is very important for safety reasons, to keep your most skilled players at this position. Encourage players that would like to play first base to have a catch everyday with a parent or sibling so they will be able to play this position with confidence and not get hurt. 

Base Coaching

 

1) Each team when at bat should have a first and third base coach.

2) The first base coach should emphasize “running straight through” the base. Runners do not have to stop on the base.

3) Players should begin to understand the purpose of the base coach and look for special instructions.

4) The third base coach should work with runners on third base as well as provide guidance for the    runner on second base.

 


 

           AA  SOFTBALL RULES

INTRODUCTION

 

 All Managers, coaches, parents, and spectators are reminded that teamwork, good sportsmanship and fair play are values that the Garden City South Little League strives to instill in our children.  All are reminded to be positive with the players and treat the opposing teams’ managers and coaches with respect.  It should be noted that it is important not to over-emphasize know which team “won” and which team “lost”—managers should stress the good fielding and batting attempts, how they are going to improve their game as opposed to the score of the game or the winner.  Additionally, all managers should maintain a scorebook and scoreboard.  This league will play with a (Reduced Injury Factor) or safety ball. *ONLY LEAGUE APPROVED VOLUNTEERS WITH BADGES ARE PERMITTED ON FIELDS.

GAMES

 1) Games are scheduled for six (6) innings.  

2) Before June 1st no inning shall begin later than 8:00 PM. After June 1st no inning shall start later than 8:15 PM. All play must cease by 8:30 PM.  If an inning is not complete by 8:30 P.M., the score reverts back to the previous completed inning.

BATTING

1)      Batting is continuous. Each player is included in the batting order. (Ex. If 12 players are present for the game all 12 will bat in continuous order.) 

2)      An inning is considered over when three (3) outs are made, or when the team at bat scores four (4) runs before making three (3) outs. 

3)     There are no walks. The umpire will call balls and strikes.  Three (3) strikes constitute an out.  The batter gets extra swings if the last swing is a foul ball. (The batter does not get extra swings at the manager’s discretion.) Managers and coaches are to let the players know what the strike zone is and are encouraged to advise a batter as to whether the pitch would have been a ball or a strike, so the batter can become aware of the strike zone.  

4) If a ball is hit in fair territory, it must be fielded and played and the batter must run. There are NO DO OVERS. 

5) THERE IS NO ON DECK BATTERS ALLOWED. The on deck batter must remain in the dugout until his turn at bat, at which time he may take a couple of practice swings before stepping into the batter’s box.  However, the next batter up should be prepared with their helmet on. 

6) Bunting is not permitted.

PITCHING

 1)     Players must pitch from the pitching rubber.  All pitchers will pitch from a MINIMUM 35 feet for softball. This is for the safety of the pitcher as well as batter.  

2)      Three (3) strikes record an out with the umpire calling balls and strikes.  There are no walks.  In the event a pitcher throws four balls or hits the batter, a manager or coach from the batting team will pitch to that batter. The batter will retain whatever strikes he has accumulated against the original pitcher.  The parent coach is pitching to encourage the batter to swing at good pitches but should make every effort not to call the batter out on the fourth strike. The parent/coach will pitch from the pitching “rubber.” The objective is to develop pitching skills through experience while developing batting skills at the same time.  

3)      Three (3) strikes constitute an out.  The batter gets extra swings if the last swing goes foul. 

4)      When the adult pitcher is pitching, the player pitcher will stand immediately to the left or right of the pitcher's mound.  There shall be no switching or shifting of players' positions (moving the shortstop behind second, the pitcher to shortstop, etc.).  The reason for this is to teach players proper field positioning.  

5)      No balks. 

6)      If a pitcher hits 2 batters in 1 innings or 3 in the game then they shall be taken out of the position and placed back at a field position. The coach from the batting team will continue to pitch to that batter.

FIELDING

1)      Ten (10) players play the field. No player at the same position more than two (2) innings. 

2)      Infielder positions are catcher, pitcher, 1st base, 2nd base, 3rd base, short stop. Players should be  taught to get the “lead” runner and the difference between force out and tag out plays. 

3)      First base is generally the most dangerous position on the field at this level. It is very important for safety reasons, to keep your most skilled players at this position. Encourage players that would like to play first base to have a catch everyday with a parent or sibling so they will be able to play this position with confidence and not get hurt. 

4)      Outfielders-Up to 4 outfielders permitted. They may not play closer than the outfield grass line and should be taught to back up the infielders and relay the ball in to the correct players depending on  the situation.

5)    All players must play a minimum of three (3) innings per game in the field or half the innings of the game in shortened games.

BASE RUNNING

 1)   Runners can advance on an overthrow. They are allowed to advance ONLY one base at their own risk.  Softball runners may advance until the ball is returned to the mound.  Players may advance only one base when the ball is declared out of play.    

2)     Stealing is permitted once the pitched ball passes home plate. Leading is not permitted. There is a limit of 2 steals per half inning. A double steal counts as two steals. Head first sliding is prohibited.  A player may not steal home. 

3)    Runners must slide when going into home plate when a play is being made. 

4)    Batters and base runners should be encouraged to run to the next base if the ball is hit to the outfield and has not yet been returned to the infield. **If a ball is hit into the outfield, the players can run further than 1st base and may be thrown out. Once the ball returning from the outfield passes the infield line, coaches should hold up the runners.

GENERAL

 1)     Borrowing players is permitted and should be encouraged to keep the numbers fairly even for both teams. Players have to be from Garden City South Little League. Borrowed players may play right field and must bat last in the lineup.  A second borrowed player will play left field and bat next to last. 

2)    Remind parents that it is their responsibility to call you as early as possible if their child is going to miss a game. This is very important—you do not ever want to have to forfeit a game due to lack of players. 

3)    Players must wear entire uniform and boys must wear a protective cup to all practices and games. 

4)    Cancelled or postponed games cannot be rescheduled without prior approval of the league President or the Player Agent. 

5)    Only 1 manager and 3 coaches are permitted in the dugout or on the field. Parents can only help if they are listed on your team roster as a coach.  They are not allowed on the field or in the dugout otherwise. Managers are responsible for enforcing this rule. On offense, 2 coaches may be base coaches at 1st and 3rd base and another coach to pitch.  On defense, 2 coaches may also be on the field defensively to remind players of where the next play should be made; however, these coaches must remain in the outfield area so as not to cause any interference during infield play.   

6)    You may want to ask for a volunteer to be a team mother to assist you in your administrative duties.   Ex: Handing out flyers and collecting any papers the manager may need.   If any questions or problems should arise during a game, please handle them like responsible adults, remember children are watching you.  Please inform the Vice President of Baseball/Softball or the Player Agent of any problem after the game so that he/she may speak to the Board of Directors so that the problem can be resolved. 

7) The winning team is responsible for calling in the results of the game to the Player Agent.


 

 

 

2009 DISTRICT 29 RULES FOR MINOR (U10 OR AAA) SOFTBALL 

EACH GAME IS 1 HOUR 45 MINUTES, PLEASE DO NOT START A NEW INNING AFTER THIS TIME 

1.      Two (2) innings in field minimum for each player unless injury or discipline requires otherwise. 

2.     Continuous batting order shall apply no matter how many players there are for each team in any particular game. 

3.     Free substitution on defense except pitcher. Re-entry rule: if a pitcher pitches 3 innings, she can return to pitch another inning (and only one more inning). But, she cannot return in the same inning from which she left. 

4.     Bunting is allowed. 

5.     At the halfway point of the season, stealing will be allowed but NO leading (runners shall NOT leave the base until the ball passes the batter). 

6.     Ten (1 0) defensive players maximum of field. A team must have a minimum of eight (8) defensive players at any one time. Outfielders MUST play art outfield position. NO SHORT FIELDERS. 

7.     In—field fly rule applies. 

8.     No dropped third strike rule. 

9.     Maximum number of runs that can be scored by offensive team shall be five (5) in any one (1) inning, except for the last inning, which is unlimited. (Last inning must be determined by both teams prior to the state of that inning). 

10.    Six (6) innings shall constitute a regulation game 

11.     No eight—foot (8) radius (sixteen—foot (1 6) diameter) circle, as required in majors, juniors, seniors and big league. 

12.     No “mercy” rule shall apply. 

13.   Eleven inch (11” ) Dudley SBC 1 1 ND YFP—red stitch softball to be used.

Hit Batters: A maximum of three (3) hit batters per pitcher per game. In any case, the hit girl must make an attempt to avoid the pitch.

 


 

 

 

2009 DISTRICT 29 RULES FOR MAJOR (U12) SOFTBALL

 

 EACH GAME IS 1 HOUR 45 MINUTES, PLEASE DO NOT START A NEW INNING AFTER THIS TIME

2.     Continuous batting order shall apply no matter how many players there are for each team in any particular game.

4.     Nine (9) defensive player’s maximum on field. A team must have a minimum of eight (8) defensive players at any one time. 

5.     Bunting is allowed. 

6.     In—field fly rule applies. 

7.     No dropped third strike rule. 

8.     Eight—foot (8) radius (sixteen—foot (1 6) diameter) circle. There must be an eight foot (8) radius circle around the pitcher’s plate with the circle having a diameter of sixteen feet (1 6). While the pitcher has possession of the ball in this eight foot (8) radius circle (sixteen—foot (1 6) diameter), any runner must either attempt to advance to the next base or must return to the base or otherwise will be called “out” by the umpire. 

9.     Stealing/Leading—Rule 7.1 3: When the pitcher is in the eight—foot (8) radius circle and in possession of the ball, the base runner shall not leave their base until the pitched ball has been batter or reaches the batter. For violation of this rules the base runner will be called out, the ball will be called dead and “no pitch” declared. 

10.   The rule book “mercy” rule is in effect. If a team is losing by ten (10) runs and has had at least four (4) at—bats, the game is over. If the home team is the losing team, the inning must be completed for the mercy rule to be in effect.

11.  Six (6) innings are scheduled for each game 

12.   Softball—Dudley SBC 1 2 ND YFP—red stitch
