A Letter From Dave S. on Rescheduling
Some notes to managers on making up games/add'l scrimmages/practice scheduling with Suzie.....you guys change as you seem fit then send it out to all EGLL managers.
The pecking order:
It is not first come/first serve...
A make up game is the most important thing to reschedule;
next comes an additional game or scrimmage;
next comes practice time on a field.
For example, if you schedule a practice on the major field on an open night, you will get bumped when there is a game. Even if it is the night before. We will move a minor boys game to the major field if the field is open.
If you want to practice and not get bumped, schedule time on Soccer #1 either Jessup Mill side, Soccer #1 Minor field side, or the right side batting cages. CPT and CP still have the left side to their disposal and they can arrange times as requested.
Mickle Field for practice: EGLL did not do a blanket block schedule of the Mickle Field this year. There are other organizations (at least one Church softball league) that are using the field. Although we are insured to use it, teams would either need to check with the school or know that they must get off if someone shows up for use. Suzie is not going to keep track of that field.
Additional games do not count to your regular season record. Therefore, don't schedule games against weaker teams for the purpose of trying to improve your record. Try and play the games on your schedule. Don't cancel a game based on your bad work schedule, let your assistant coaches coach the team if you can not make it there. If a game needs to be cancelled based on anything other than "game day weather", let Suzie know as soon as possible. Other games can be scheduled. Don't let a beautiful evening go by with no one using the fields. It will be June 19th before you know it.
Weekday, Saturday and Sunday practice times: if you didn't schedule anything, then it is first come first serve. If someone tells you it was scheduled, and you are practicing in the field, then get off the field. Honor their time, if someone isn't civil about this (or if someone is full of it), then the board will deal with them. Don't be piggish about scheduling practice times, you can't schedule batting cages 4 times a week. Definately don't schedule something then cancel it without letting Suzie know.
The procedure for changing/adding/making up games:
Check with Suzie to ensure that the field is still open. Don't assume that the schedule form the beginning of the year which lists an open day, is still open. Confirm with your kids and the opponent that the date is good for both teams. Let Suzie know that the game is "a go". Confirm in an email to Suzie and the other manager that you have a firm date.
Suzie will coordinate EGLL fields only. You will need to talk with the SHLL/LLL/SWLL team for use of their home fields. We will try to forward out changes and/or it will be on the website about our fields.
When it rains, call the opposing manager to agree to cancel then call Dave Schweibenz Umpire-in-Chief before you call your kids, once you decide that the field is unplayable. I will contact the umpires scheduled at EGLL so they don't show up. The more we waste their time, the less they want to ump for us.
Don't assume that the field is unplayable without confirming it. It can be pouring in Woodbury and we never get any rain. Our EGLL major field drains well, if it stops raining in the morning and the sun comes out, the field should be ok. Same with minor field....
Get in the habit of emailing or calling your managers, especially other towns to confirm your games the weekend before the game.

2009 EGLL Coach Pitch Tournament Rules
Normal 6 inning games
- 3 outs or 5 runs scored (whichever comes first) ends inning half
- 10 run rule in effect (Game official if visiting team is 10 runs ahead at beginning of 4th inning. After 4 ½ if home team is ahead); we encourage playing full games regardless of score (time permitting).
7 pitches per batter
- No called strike zone.
- 3 swinging strikes - out
- If ball is foul on 7th strike the batter may receive an extra pitch. In the event of another foul on 8th pitch the batter gets a 9th & final pitch regardless of outcome.
- Caught fouls are out.
Only a Rostered coach (with approved volunteer form) may pitch. Offensive coach pitches to his / her own team.
- Coaches may elect to have kids (who are ready) throw 3 pitches to batters (who are also ready). Any strikes during the kid-pitch section count as strikes. However, the adult pitcher also gets the full 7 pit6ches if necessary. (We want to encourage kids pitching to kids while also making every effort to keep the game moving along)
- Coach may pitch from 40' or 46' position but NO CLOSER (if at 40', one foot must be in contact with the rubber at all times).
- Pitching coach may not interfere with play other than for personal protection. Any ball contact with pitching coach is a dead ball. Runner continues to next base and play ends.
- No underhand pitching.
- No automatic base on accidental bean balls.
10 position defense. 4 must play in outfield.
- 1 player should be assigned to the pitchers mound area – player may play on either side but not in front of the center of the pitcher’s mound
- Helmet and chest protectors are optional for pitching position players but are recommended.
- A fully suited catcher must be in place for defensive team. Defensive team must also provide a rostered coach as a backup catcher.
- Back-up catcher must NOT interfere with the catcher. They are to be in position ONLY to retrieve balls AFTER the catcher has possession and return them to the pitcher (catcher has the option of returning them to the pitcher themselves). At no time should a foul ball be caught by BU catcher unless it's for personal protection. (NOTE: We are here to train the kids how to catch properly, if they think someone else is going to get it, they won't try as hard). BU catchers must stand at the backstop and have face protection (ex: Ump face mask or catchers mask). A cup is highly recommended.
- If a team only has eight players, a catcher must be utilized and the defensive team will not have a player in the pitcher position.
- A player may only play a position for 2 innings in a game. This encourages different players playing in different positions.
No Infield fly rule
No Stealing
No leads (Runner may not leave the base until the ball is hit)
Unlimited base running on overthrows
- To stop play, an infielder has to control the ball while in the infield and call "time out."
- Once play is called dead, runners more than halfway to the next base are awarded the base while runners less than halfway must go back to the previous base.
- Lines will mark the halfway point between bases.
Mandatory play rule is in effect (each player must have 6 outs in field).
- No player can sit more than one inning in a row.
Continuous batting order.
Batters must wear a helmet at all times, even after scoring, until they return to dugout.
No more than 3 coaches may be on the field at any time (1 offensive pitching coach & 2 base coaches). However, a coach MUST be in the dugout at all times. Players may coach bases, but ONLY with protective helmet and they may not distract any players at any time (ex: talking to/touching runner, chanting or hollering to batter or other players).
One defensive coach is permitted in the outfield, behind all outfielders in center field.
No pinch runners except courtesy runner for catcher after 2 outs. Runner is to be the last player to make an out (strike out or played out).
All other rules revert to the official Little League 2008 rule book All teams should have 1 in their possession at all times.
REDUCED-IMPACT FACTOR BALLS ARE TO BE USED - Level 5 or Below

2009 Tee Ball Guidelines
Most of the following information was discussed in the draft. Please take a few minutes and review the these guidelines for tee ball in East Greenwich.

Warming Up: Please teach the players the importance of warming up. A 5 minute warm-up routine is fine. Help them to understand that their bodies will work and feel better and have fewer injuries with some simple stretches before playing/practicing. Teaching them young will only help them when they’re older.

Hitting: Every player hits every inning. Please be sure to rotate batters every game so each child has a chance to lead of and score runs. It helps to keep track of your batting order per game to ensure no one has been overlooked as lead off hitter. Each child must wear a helmet while hitting and keep it on until they return to the dugout after running bases.

Outs: There are no outs in EG tee ball.

Score: Is always a tie.

Bases: Each batter runs one base at a time. It was suggested at the draft meeting that the fourth and last batter run all of the bases (batters on base already will continue to home plate). Please give this a try as it will allow two “home runs” per inning.

Positions: You may change your player positions every game or every inning – whichever you prefer. Just be sure that each child gets equal time in every position.

Play time: We are suggesting two innings per game for 4 year olds. If, after both complete innings, both teams/coaches are interested in continuing, you may do one more inning. Do not exceed one hour of play.

Pitching: is allowed in EG tee ball. It should be the player’s choice to take a pitch or use the tee. Players may receive up to 5 pitches per time at bat, and then must hit off the tee. Please assure the players that it is not a bad thing to use the tee. If they know there is no right or wrong way to hit the ball at this age, they will be more comfortable.

Injuries: Any injury requiring any first aid must be reported within 72 hours to Karl Wendt at karlwendt@comcast.net if something needs to be replaced in the first aid kit, please also let Karl know.

Weather cancellations: Cancelling is the responsibility of each coach. Be sure you agree and contact your teams. Please let me know asap that you’ve cancelled, so I can reschedule you.

Equipment (please have parents label everything belonging to their child):

Glove – each child should bring a glove.

Helmets - individual helmets are recommended, but they are not required. If a player uses EGLL helmets, they must wear a hat under the helmet.

Bats – EGLL provides tee ball bats. Players may use their own provided they meet Little League Tee Ball standards.

Heart guard – each child standing in the pitcher’s position should be wearing a heart guard

Cleats – are not necessary

Batting gloves – are not necessary

All EGLL equipment must be returned to bin and locked up prior to leaving field.

Any parent/coach straying from the Parent Code of Conduct must be reported immediately. No vulgar language or inappropriate behavior will be tolerated. Please contact myself at dawncrowding@msn.com and copy Mike Capasso at michaelcapasso@comcast.net with any questionable behavior.

Snacks: Although obviously not required, tee ball kids love their snacks after the game. If you decide to do this, assign each parent a game to bring a juice/snack. Please carry a list of your players’ allergies with you and be sure that all parents are aware of them so they can provide snacks suitable for everyone.
