Rosensteel wins City Majors title!!!
Rosensteel completes the hat trick of EFLL championships by defeating Frederick National's Lions in dramatic fashion Thursday night to become the 2009 Frederick City Little League Champions!!!
Rosensteel won it (twice some might say) in the bottom of the 7th 4 - 3.

Frederick City 2009 Minor League Champions!!!
Rock Materials pulled off a come from behind last minute 9 - 8 victory in the bottom of the 6th of the Minor League City Championship game. It was an outstanding tight battle and a classic EFLL dogfight for the championship. MetlFab was outstanding in their play and deserves congratulations too on a great season.

(Click here for the official release from LL) Rule change for 2009 All bats MUST have a Bat Performance Rating (BPR) of 1.15 or less printed on the bat or they may not be used! Wooden bats are an exception to the rule.

NOTICE TO PARENTS, PLAYERS AND LEAGUES: IF YOU ARE CONSIDERING THE PURCHASE OF A NEW COMPOSITE METAL BAT FOR USE IN LITTLE LEAGUE BASEBALL (Major Division and below), BE SURE THAT THE BAT YOU ARE PURCHASING HAS THIS MARKING: BPF 1.15 ON THE BARREL OR HANDLE OF THE BAT. IF NOT, IT WILL NOT BE ALLOWED FOR PLAY IN LITTLE LEAGUE GAMES.
Little League officials are aware that there are bats for sale in stores, online or that may have already been purchased that are Little League approved, but do not have the required bat performance standard (BPF) markings. In fact, some of the bats on the Little League approved bat list may not carry the required BPF 1.15 marking on the bat, depending on when they were manufactured and licensed. Currently manufacturers are conducting an inventory and re-testing of all approved bats. The results of this study / retesting is to be finished by March 31, 2009. We are building a list of certain bats that are approved, but do not have the BPF marking due to special circumstances. For these bats, we are extending eligibility for play until December 31, 2009. As we are made aware of bats that meet our criteria for this extension, we will add them to the list. Please check this list regularly for updates. HOWEVER, ONLY BATS WITH THE BPF 1.15 MARKING AND THE BATS ON THIS LIST WILL BE ALLOWED FOR PLAY IN 2009. Bats with the special exception include the following: Adidas Vanquish Blue design (There is a newer model of this bat, also named the Vanquish and it has copper and black markings. It contains the proper labeling and therefore is not subject to the one-year rule). Box 3485 539 US Route 15 Hwy Williamsport, PA 17701-0485 Phone: 570-326-1921 Fax: 570-326-1074 Sunday, April 26 Pitch Count Rules 2009 Regulation VI - PITCHERS What is changed: Increases the maximum number of pitches a pitcher could deliver, and then be permitted to become a catcher in that day; Provides a second option for required rest; Deleted (e.) and moved that text up so that it applies only to Option 1. (a) Any player on a regular season team may pitch. (NOTE: There is no limit to the number of pitchers a team may use in a game.) (b) A pitcher once removed from the mound cannot return as a pitcher. Junior, Senior, and Big League Divisions only: A pitcher remaining in the game, but moving to a different position, can return as a pitcher anytime in the remainder of the game, but only once per game. (c) The manager must remove the pitcher when said pitcher reaches the limit for his/her age group as noted below, but the pitcher may remain in the game at another position:
Prior to the start of the regular season the local league Board of Directors (or leagues involved in interleague play) must choose one of the following pitching rule options to be used by all teams in the league or a specific division during the regular season. NOTE: The local league Board (or leagues involved in interleague play) may select option 1 or option 2 but may not pick parts of option 1 and option 2 to make a local league rule. Option 2: (EAST FREDERICK IS FOLLOWING THIS OPTION) (d) Pitchers league age 16 and under must adhere to the following rest requirements: • If a player pitches 61 or more pitches in a day, four (4) calendar days of rest must be observed. • If a player pitches 41 - 60 pitches in a day, three (3) calendar days of rest must be observed. • If a player pitches 21 - 40 pitches in a day, two (2) calendar days of rest must be observed. • If a player pitches 1-20 pitches in a day, no (0) calendar day of rest is required. (e) DELETED for 2009 (f) Each league must designate the scorekeeper or another game official as the official pitch count recorder. (g) The pitch count recorder must provide the current pitch count for any pitcher when requested by either manager or any umpire. However, the manager is responsible for knowing when his/her pitcher must be removed. (h) The official pitch count recorder should inform the umpire-in-chief when a pitcher has delivered his/her maximum limit of pitches for the game, as noted in Regulation VI (c). The umpire-in-chief will inform the pitcher’s manager that the pitcher must be removed in accordance with Regulation VI (c). However, the failure by the pitch count recorder to notify the umpire-in-chief, and/or the failure of the umpire-in-chief to notify the manager, does not relieve the manager of his/her responsibility to remove a pitcher when that pitcher is no longer eligible. (i) Violation of any section of this regulation can result in protest of the game in which it occurs. Protest shall be made in accordance with Playing Rule 4.19. (j) A player who has attained the league age of twelve (12) is not eligible to pitch in the Minor League. (See Regulation V – Selection of Players) (k) A player may not pitch in more than one game in a day. (Exception: In the Big League Division, a player may be used as a pitcher in up to two games in a day.)

City Championship FAQs
It has been asked how the Major League City
Championship is set up so here you go! Years ago, Frederick National,
Frederick American and East Frederick got together and formed a
Standard Operating Procedures to govern the City Championship. The
bracket was set up and the same format is followed each year. Once the
host president fills in the bracket, it is sent to the other presidents
and approved.
Team A
Team B
Team C (Host league)
Game one: Team A vs. Team B
Game two: Team A vs. Team C
Game three: Team B vs. Team C
If any team loses two games, they are out of the Championship. The two remaining teams play Game four for the City title.
If all three teams have one loss, Game four is Team A vs. Team B. Game five is the winner of Game four vs. Team C.
