This event was hosted once again by the District 33 Umpire Staff.  There were over 60 people attending from across many of the Leagues from within District 33.  This event, held each year, is the District's opportunity to say A HUGE THANKS to the umpires of District 33 for the time, effort and support they provided to the players and teams from across the District. Thanks to all who umpired during the 2012 Season.  See you on the ball field!!

District Honors Volunteer for 50 Plus Years of Service

On a sunny Saturday morning, Mr. Bob Bouchard headed out to Chollas Lake Little League, not to umpire but to be recognized as someone who has volunteer his time to the kids of little league baseball for over 50 years. Instead of being behind the plate, making calls and trying to stay out of the lime light, Bob was the center of attention during the opening ceremonies at Chollas Lake Little League on March 3rd 2012.

Brent Forrest, on behalf of District 33 presented Mr. Bob Bouchard the coveted "Plate Brush" award. Bob was honored by Marti Emerald and the San Diego City Council for his 50+ years as a volunteer umpire at Redwood Village and Chollas Lake Little Leagues. March 3rd, 2012 was officially proclaimed by the City of San Diego as "Bob Bouchard Day".

There were many district umpires and representatives there to celebrate Bob's day, and to share in honoring Bob as a long time volunteer, mentor, and friend. There are several umpires that started at Chollas Lake, who have umpired at the World Series, who were influenced early in their careers by Bob's teaching and style.

Baseball Bat Rule Changes for the 2012 Season

On November 3, 2011, Little League International announced various Bat Rule changes which will go into effect for the upcoming 2012 season.  Each of these changes impact baseball bats only.  The link provided details the changes for each division of Little League Baseball as well as the actual verbiage to be placed into the soon to be releases 2012 Baseball Rule Book.  If changes are made or additional clarity is provided on how to enforce the rule before the start of the season the link provided will be the best method to use as you review the information.

District 33 Composite Bat Policy

As each of you are aware Little League Baseball in September and December of 2010 issued a moratorium on the use of composite bats in the Little League (Majors) Division and all other baseball divisions of Little League.  Complete information on this moratorium can be viewed at

In District 33, the safety of our players and all other participants is paramount.  With this said each the umpires must perform a complete inspection of equipment which could potentially be used during the course of the game.  This check should include all helmets and bats.  Catcher's equipment should also be inspected.  Below is the policy we have established for enforcement of the composite bat moratorium for all games played within District 33.


"The policy for the composite bat moratorium for all games, practice, regular season and post season, played in District 33 will be to have the manager or player provide the umpire inspecting the equipment written verification from the Little League website (for any bat that appears to the umpire to be a composite bat) that the bat in question has received a waiver and been approved for use in a baseball division of Little League Baseball.  The inability of the manager or player to provide written verification of the waiver being granted, by Little League Baseball, for the bat in question will force its removal from the game."
One note:
The moratorium on composite bats only applies to composite-barreled bats. Bats that have only a metal/alloy in the barrel (and no other material, unless it is in the end cap of the bat) are not subject to the moratorium, regardless of the composition of the handle.

Of course, playing Rule 1.0 provides all of the details for approved length and diameter for each division of Little League Baseball for bats. Each umpire, manager and coach and Board Member should take time to review and understand all of the information contained on the Little League website pertaining to composite bats.

Congratulations to our 2010 Junior Umpire Graduates



Congratulations to Joseph Perretta of North Park Little League and Max Ramirez of Chollas Lake Little League for completing the 2010 Junior Umpire School at Western Region headquarters in San Bernardino. Joseph and Max had a great time at the weeklong school and are ready to show off their skills. Way to go boys!
