LITTLE LEAGUE BASEBALL, DISTRICT 18 MINUTES BOARD MEETING - November 21, 2006

At 7:00 p.m. Milan called the meeting to order.

INTRODUCTIONS/STAFF LIAISONS: Milan called the roll, introduced all new president and District staff.

VENDOR PRESENTATION: Mike McMinn from MacGregor Sports made a presentation. He can be reached at 909-941-9889 for information. He also handed out catalogs and price sheets, with discount pricing available through January 5, 2007.

NEW DISTRICT 18 WEBSITE: Milan handed out information on the new website he has established, District18littleleague.com. He will be posting contact information on presidents and leagues, and asked presidents to fill out and turn back in a Website Information Form for each league. The website will also contain staff contact information, boundary and location maps for leagues, links to individual league websites or other district websites, and all current information will be posted on the website. Calendar, District Dinner, Dodger Day, Minutes, tournament information and brackets, etc. He will post information from Little League headquarters and Western Region, including seminars and clinics, Little League forms, age charts, etc. There is also a “Find-It-Now” page giving information on a variety of LL issues. Milan feels this will be a very useful tool for everyone and Presidents are encouraged to use this site.

REQUIRED SUBMITTALS: Milan handed out the 2006 season year-end report, and a budget for 2007. Some leagues are still delinquent on tournament fees to District and Headquarters. Headquarters will hold Charters for leagues who owe them money. Milan explained the purpose of the Required Submittal List, which gives a due date for each item. The first item due is the President’s Information Form, which includes confidential contact information for the president. Presidents are advised they should attempt to meet the deadlines.

CHARTER APPLICATIONS: Charter applications were handed out by Milan to all leagues. Headquarters is holding Charters for East Alhambra National, Sunnyslope, Los Angeles and El Monte Eastern pending payments due to headquarters from last season, OR failure to certify that background checks were done last season. Leagues are to make arrangements with Williamsport on this. Insurance from last season lapses on 12/31 and leagues may not hold any activities after 12/31 until 2007 insurance takes effect. Charter applications will indicate what teams were chartered last season. If leagues over-pay or under-pay, headquarters will credit the league or bill the leagues for any differences this season. Leagues will receive rule books and operating manuals for the 2007 season when the Charter application is received 2 by headquarters. Leagues will also receive a 20% credit on their insurance fees for submitting an approved ASAP (Safety) Program last season.

BACKGROUND INVESTIGATIONS: This year Little League will require leagues to do the background check by Rapsheet.com or Choicepoint. The cost is $1.50 per volunteer and searches a national data base. Lifescan through the DOJ is also acceptable. Leagues are to run the background checks and then give Milan a list of the names of those who have been checked. This should include board members, umpires, coaches, managers and anyone who will work with the children.

IId/IVh SPECIAL WAIVERS: IId waivers are for players who played one year or more in the league, in any division, who have moved out of the league boundaries. Such player may continue to play in the original league, and so may siblings of the player. The waiver form requires the new address outside the league and the old address which was inside the league’s boundaries. The forms must be signed by the league applying for the waiver, and by the league president where the player resides now. Forms are on the website. IVh waivers are for players whose parents were dedicated volunteers to the league while living within the league’s boundaries and then they moved out of the boundaries. If the parent continued to volunteer with no break in service their children are eligible to play in that league, provided the service has been continuous. The Required Submittal list indicates how many waivers were approved for leagues last season. NO waivers were approved by headquarters to allow waivered players to play on all-star teams after playing during the regular season. Special Waivers are for players who reside in an area not covered by Little League, or special circumstances. Such waivers are often NOT approved by headquarters, but may be submitted by leagues for consideration. Last season leagues were encouraged to give parents a copy of the approved waiver. Once waivers are approved they do not need to be resubmitted, and are in effect the entirety of the player’s career in the league, as long as there is no break in playing each season. This year players on waivers need to be approved prior to being placed on a regular season team.

2007 RULE CHANGES: Milan called president’s attention to the following changes: Regulation VI: LL has approved a “pitch count program” which will be the new pitching rules in the baseball division, 10 and under will be allowed 75 pitches in a game, 11-12 85 pitches, 13-16 95 pitches and 17-18 105 pitches, there are also mandatory rest periods. Rule 4.07: Ejection from a game will require the person ejected to leave the game site for the remainder of the game. Rule 1.06: Beginning with the 2008 season, it will become mandatory that all leagues utilize bases that disengage their anchor [break-away]. Most leagues are using the bases already. Rule 1.09: Softball ball specifications. Rule 1.10: Hardball bat specifications.

DISTRICT DINNER: The Dinner will be Friday, February 23, 2006. This year it will be held at the Stadium Club at Dodger Stadium, leagues will be able to reserve tables of ten. Leagues should email Tom 3 Chavez with reservations as soon as they have a count. There may be a limit on how many can attend, perhaps 300. It will be first come, first serve. At this point we believe the price will stay the same at $25 per person, $250 for a table of 10. Last year all leagues attended and we had one of the largest dinners ever.

STATE TOURNAMENT AT TCA: Milan complimented TCA and all the other leagues who helped with the State Tournament last year. The teams raved about the facility, the City was great to work with. Milan would like to do it again. If any leagues are interested in hosting an upper level state championship tournaments please inform Milan ASAP. The tournaments will be held in the last part of July and first part of August, and could be a big money-maker for the league. The games are well attended by people from all over the region. Milan would like to host the 11-12 state tournament.

OPEN DISCUSSION: Milan noted he has changed the start time of the President’s meeting to 7:00 and hopes to conduct the meetings for just one hour and then he and the staff will be available to answer individual questions presidents may have. Sergio handed out flyers announcing a Baseball Clinic on December 2nd at NELA fields with Bobby Castillo and Ken Landreaux, focusing on hitting and pitching. Admission is $10 per child. Milan announced the new section proposal is still on the table and District 18 could still break off from Section 2 and join leagues from West Covina, Glendora and Buena Park in the future. There was further discussion about the pitch count rule and how it will be implemented. It will be protestable just as the innings-pitched rule was. Leagues will need to establish a record keeping procedure. If leagues do not use official scorekeepers at regular season games they may want to designate an official scorekeeper from the home team to count pitches. Milan will bring samples of new scorebooks which have pitch counting columns to the January meeting.

REGISTRATION: Most leagues will register each Saturday in January. In addition, Alhambra American will register the first two Saturdays in December, El Monte American will register the first Saturday in December, and El Monte National will register the first three Saturdays in December. El Monte Eastern will hold a registration on December 16th. South Pasadena has completed their registration. There will be no meeting in December, the next President’s Meeting will be January 16, 2007 at 7:00 p.m. Diane Bowen, District 18 Secretary

INTRODUCTIONS/STAFF LIAISONS: Milan called the roll, introduced all new president and District staff.

VENDOR PRESENTATION: Victor Rivera (cell-323-236-5365) and Craig Mills (cell-390-1851), Sales Representatives from Sport Chalet made a presentation and handed out equipment and uniform catalogs. They can deliver orders directly to leagues, they will give a 2% rebate for winter purchases. Barry Lee, United Sports Photography made a presentation for picture packages and trophies. He can be reached at 626-202-3286 or 202-3301. He has picture packages from $4 each and will donate $10 per team to sponsors. There were handouts of price lists for Valness Sportswear, which can be contacted at 626-536-5909.

REQUIRED SUBMITTALS: Milan passed out an updated Submittal List. Website Info is still needed from East Alhambra National and South El Monte. Leagues should all have their charter applications mailed to headquarters and are reminded they cannot hold tryouts until they have their charter and insurance. The President’s Information form is still due from South El Monte. $2 per player District Fee is due at the March 21st meeting.

IId/IVh SPECIAL GAMES WAIVERS: Milan handed out to all presidents the originals of waivers submitted last season. Presidents should go through the waivers and hold any waivers still valid, giving a copy to the parents if that has not already been done. If the player does not register this season, thus having a break in playing, the waiver is invalid and can be discarded. Thereafter that player is not eligible to play on the waiver. Make sure information is still correct as to current address and update the three proofs of residency at the current address. All current and updated waivers should be returned to Milan at the February 20th meeting. Presidents are reminded waivers can be contested and it is the president’s responsibility to verify all information is correct.

This year players on NEW waivers need to be approved prior to being placed on a regular season team. All waivers must be submitted at the February 20th meeting in order to be approved before opening days. Milan will send a letter with each waiver recommending approval or denial to Western Region. There are no forms for special waivers, the league should write a letter to District requesting the waiver. Milan has posted additional Waiver Information questions and answers on the District 18 website.

DISTRICT 18 WEBSITE: Milan has posted contact information on presidents and leagues, staff contact information. He will be updating the website with current information. Presidents should check the website often for further announcements. All LL forms are available for downloading from the District 18 website.

ASAP (Safety) PROGRAM: ASAP plans are due by the March 20th meeting. Leagues may use the same plans that were submitted last season. They will need to be updated for the 2007 season with current board member names and telephone numbers, and may be resubmitted with no other changes required. Leagues that do not submit the ASAP program and have it approved by headquarters will NOT be able to participate in tournaments. Last year District had 100% participation. Leagues will also receive a 20% discount on their insurance each season following their plan’s approval by headquarters.

INTERLOCK AND COMBINED PLAY REQUESTS:    Milan explained interlocking requests for teams playing in the same division with other leagues. Milan explained Leagues A, B and C can all interlock together and play each other, however, A cannot interlock with B and C and then D interlock ONLY with A. The whole interlock has to play each team an even amount of times. Interlocks can consist of up to 10 teams.

Combined play is when leagues combine players to form teams, i.e., softball in Temple City. All requests have to be in prior to the start of the season or the Region will not approve them.   Teams can be combined to form all-star teams, this has to be declared on the combined play form. Milan encouraged leagues who only have one team in a division to consider combining with their interlock teams/leagues for all-stars, as frequently when a league only has one team it ends up dropping out of tournaments because it cannot field the team if players go on vacation or for some reason are not available for post-season games. Combined play can consist of up to three leagues only.

Jaime will be handling junior/senior hardball, Dennis will handle all Softball, Jim will handle Little League hardball. Leagues which will be releasing players to other leagues still need to charter one team in each division in order that their players are eligible to go to the other leagues to play. Such as: Junior hardball players released by A to B, have to play at B. Some players may not go to another league, such as C to play, they all have to play at B. Combined play can be changed each season, in other words, next season A can send their junior hardball players to C or D, etc.

All interlock and combined play requests are due before opening days.

DODGER GAME DAY:   Dodger Day will be Sunday, April 15th versus San Diego Padres at 5:10 p.m. On January 20th Milan mailed out a letter and email with complete information on ticket orders. There will be a parade of players. Ticket orders with payment are due by April 1st.

BACKGROUND INVESTIGATIONS: This year Little League will require leagues to do the mandatory background checks by ChoicePoint. On January 31st (copy attached) Milan sent a detailed email to presidents from headquarters announcing that ChoicePoint will do the first 80 checks free, and additional checks will be $1, reduced from the original cost of $1.50. ChoicePoint conducts the required nationwide check. Lifescan through the DOJ is also acceptable. Leagues are to run the background checks and then give Milan a list of the names of those who have been checked. DISTRICT 18 DINNER: The dinner is scheduled for February 23, 2007 at 6:30, dinner at 7:30. On January 27th Milan sent presidents a letter announcing the price for the dinner had been increased from $25 to $30 per person due to the prices at the Dodger Stadium Club venue. Tables of 10 for leagues will be $300 and orders and payments are due February 13th to Tom Chavez or Milan. Last year all leagues attended and we had one of the largest dinners ever.

SOFTBALL: Dennis will hold a Softball meeting after the February 20th President’s meeting for all softball representatives and/or presidents to go over combined play and interlock needs by leagues. District is interested in making sure everyone has teams to play on or with. Interlocks outside the District are discouraged, and any requests should be addressed to Dennis and/or Milan.

UMPIRES: Ralph announced District Umpires are available for clinics, presidents can call Mike or Ralph to schedule. He would like to develop a junior umpire program for the District.

JUNIOR & SENIOR HARDBALL: Jaime is in the hospital but will be holding a meeting following the February 20th president’s meeting for all junior and senior representatives and/or presidents to go over interlocks for juniors/seniors. Juniors will begin playing shortly after league’s open.

OPEN DISCUSSION: Milan handed out forms Where are your players playing? that should be turned in ASAP, and a list of Important Deadlines.

There was discussion regarding the new rule allowing 12 year olds to play on junior teams that applies to softball and hardball. The leagues have the option to decide if they will allow 12 years olds to play in juniors, and if they do let a player move up, they are required to let any 12-year-old move up if the player requests it. If a 12-year-old plays on a junior team, they will not be allowed to go back down to a major team, and will not be eligible to play on a major all-star team. They are locked-in to the junior program.

Milan announced that District 18 has been moved into a new Section 3 and joins Districts 19, 20 and 60 for section tournaments starting this season.

Milan noted he was concerned about leagues who have not submitted any waiver requests because in the past they had some. Special waivers have to be applied for each year.

They will need to be updated for the 2007 season with current board member names and telephone numbers, and may be resubmitted with no other changes required. DODGER GAME DAY:   Milan sent out a detailed letter about ordering tickets and has been collecting information on the player to be introduced on the field. The game will be Sunday, April 15th.

The Dodgers have also invited our District to participate in the April 9th Opening Day game and have made available tickets to this sold out game. Milan had ten packages of 13 tickets that the leagues may purchase. Further detailed information was provided in a flyer.



BACKGROUND INVESTIGATIONS: A list of the background checks run by the leagues is due to Milan immediately, it can be faxed or emailed.

LITTLE LEAGUE CONGRESS IN APRIL: Milan noted that LL DAs and ADAs throughout the world come to the Congress to decide and vote on rule changes. Milan will miss the Congress for the first time in 16 years. Diane will represent Milan and vote, and Tom, Lisa, Kristen, Jonelle, Ralph and Mike will be attending to represent our District. Most rule changes will go into effect for the 2008 season, but some may go into effect for all-star tournaments. Diane went over the Proposed Rule Changes with Presidents and they voted on each proposal.

UMPIRES: Mike congratulated presidents on passing along information to their managers, coaches and teams. He has not encountered any major problems so far this season.
                        
SOFTBALL: Dennis would like to hear from Presidents about interest in senior and big league softball teams. These can be district-wide teams, leagues should try to recruit their eligible high school players. There will be lots of options for interlocks and tournament play.

JUNIOR & SENIOR HARDBALL: Jaime will begin working on the senior and big league division and will need team information and available dates and times for field usage. Sunday games are usually played for big league teams.

2007 TOURNAMENTS: Leagues should let Milan know if they are interested in hosting tournaments. Milan will announce sites at the April meeting and tournament draws will be done at the May meeting. TOCs will begin on June 18th, leagues should close on June 16th at the latest. All-star teams cannot be announced until June 15. Tournament dates are on the District 18 website.

OPEN DISCUSSION: Discussion was had about softball interlocks. An assertion was made that some of the District leagues chose to interlock outside the District this season, to the detriment of District 18 leagues, who then do not have the competition they would like to face.

INTRODUCTIONS/STAFF LIAISONS: Milan called the roll.

REQUIRED SUBMITTALS: Milan passed out an updated Submittal List. The $2 per player District Fee is now due from East Alhambra National, El Monte American, El Monte National, Northeast LA, Sunnyslope, and Los Angeles. [Does not include payments made at the meeting.] Milan would appreciate receiving these player fees ASAP since tournament costs will be paid by this fee.

Rosters/Background Checks: Rosters are now due in Williamsport, with a copy to Milan. Background checks are now due. Drop Dead date for headquarters to receive rosters, and for Milan to receive background check confirmation, is June 1st. If this deadline is not met, leagues will not be eligible for post-season tournament play. No exceptions will be made. Leagues should follow up with headquarters if they do not receive electronic confirmation of receipt of rosters by LL. Milan receives updated district information each morning.

ASAP (Safety) PROGRAM: Milan received confirmation from headquarters that ASAP plans for all leagues have been received.

COMBINED PLAY REQUESTS: Milan has not received any combined play requests for this season, which is obviously an oversight since many leagues are combined in divisions with other leagues. Combined play requests have to be approved or combined tournament teams will be disqualified.

IId and IVh WAIVERS: Milan passed out all approved IId and IVh waivers. Parents should be given a copy of the waivers to keep in their files, and leagues should keep a copy of the waivers. If waivered players are placed on a tournament team the approved waiver will needs to be submitted with the certification papers. Milan handed out a Regulation IId explanation and verification sheet, which should be placed with all completed waivers.

UMPIRES: Phil asked presidents to notify their umpire coordinators to refer any umpires who would be interested in working the tournaments to him, Ralph or Mike and they will be assigned games. All umpires should have had background checks done at the same time as coaches and managers.

SOFTBALL: Dennis will hold the meeting regarding senior and big league softball teams following the president’s meeting. Dennis believes the big league team should be a district-wide team, and perhaps this should also be considered for a senior district wide team.

JUNIOR & SENIOR HARDBALL: Jaime will hold a meeting regarding senior and big league teams after the president’s meeting.

2007 TOURNAMENTS:

Tournament Calendar: Milan handed out a calendar for May, June and July listing all tournament dates, including mandatory TOC and all-star manager/coach meetings, certification, and tournament level dates. Western Region added a “sub-division” which breaks the former Southern California division in half and the winners of the “sub-division” tournaments will play each other in a best 2 out of 3 tournament to send the Southern California division winner to regional games.

Tournament Rule re manager/coaches in the dugout: Milan handed out a print-out of the rule regarding the number of adults in the dugout during tournament play.

Certification: All-Star team certification will be on Friday, June 29 beginning at 7:00. Milan handed out a Proof-of-Age Requirement sheet listing acceptable forms of proof of birth date (passports and green cards are acceptable). Milan handed out a Proof of Residency for International Tournament Play which must be filled out for each player on all-star rosters. Note documents from three categories are needed to determine residency. Utility bills constitute one Category, i.e., telephone, gas, electric, etc., BUT internet, cable or satellite TV is a separate category from a utility.

Tournament Rules: TOCs will be played by regular season rules, other than modifications for time limits. TOCs are single elimination. All-star games are governed by tournament rules found in the back of the rule books. All-stars are double elimination.

Tournament Fees: All-star team fees are $75 per team which is mailed directly to Williamsport. Milan handed out headquarter’s packets to presidents. Note that there is a certification on the international tournament entry form which certifies that background checks were completed by the league. This must be signed by the president before sending in the form and fees. Milan will be sending TOC bills to presidents next week, with entry fee charges. Leagues must pay the entry fees prior to the TOC games.

Tournament Draw: Presidents drew for brackets in TOC and all-star tournaments. Schedules will be handed out at pre-tournament meetings.

Tournament Teams: Tournament teams cannot be announced or practice until June 15th.

DISTRICT ADMINISTRATOR ELECTION: DA’s are elected for three-year terms by the presidents. At the June 19th meeting the election will be held. [Presidents please see enclosed announcement card.]

INTRODUCTIONS/STAFF LIAISONS: Milan called the roll and introduced District staff.

REQUIRED SUBMITTALS: Milan passed out an updated Submittal List. Leagues should all have their charter applications mailed to headquarters and are reminded they cannot hold tryouts until they have their charter and insurance. Presently Los Angeles has not received headquarter’s confirmation of the Charter. The $2 per player District Fee is due at the March 20th meeting.

IId/IVh SPECIAL GAMES WAIVERS: In January Milan handed out to all presidents the originals of waivers submitted last season. Presidents returned the current and updated waivers to Milan for processing at headquarters. No more waivers will be processed after opening days, unless special consideration is applied for. Once again, Milan explained the waiver requests in detail. This season all players on NEW waivers need to be approved prior to being placed on a regular season team. Milan has posted additional Waiver Information questions and answers on the District 18 website. Milan anticipates rulings on all waivers by headquarters in March.

ASAP (Safety) PROGRAM: ASAP plans are due at the March 20th meeting. Leagues may use the same plans that were submitted last season. They will need to be updated for the 2007 season with current board member names and telephone numbers, and may be resubmitted with no other changes required. Leagues that do not submit the ASAP program and have it approved by headquarters will NOT be able to participate in tournaments. Last year District had 100% participation. Leagues will also receive a 20% discount on their insurance each season following their plan’s approval by headquarters.

INTERLOCK AND COMBINED PLAY REQUESTS:    Milan explained interlocking requests for teams playing in the same division with other leagues. Milan explained Leagues A, B and C can all interlock together and play each other, however, A cannot interlock with B and C and then D interlock ONLY with A. Interlocks can consist of up to 10 teams. In an interlock, all teams should play the same number of games against each team in the interlock. The home and away games should be equal, and every game counts equally in standings. Any cancelled games should be made up, the sooner the better, and Milan recommends within two weeks. In other words, it is recommended that leagues do NOT wait until the half or end of the season to see if games need to be made up to determine standings, this will only cause a lot of problems.

Combined play is when leagues combine players to form teams, i.e., softball in Temple City. All requests have to be in prior to the start of the season or the Region will not approve them.   Teams can be combined to form all-star teams, this has to be declared on the combined play form. Milan encouraged leagues who only have one team in a division to consider combining with their interlock teams/leagues for all-stars, as frequently when a league only has one team it ends up dropping out of tournaments because it cannot field the team if players go on vacation or for some reason are not available for post-season games.

Jaime will be handling junior/senior hardball, Dennis will handle all Softball, Jim will handle Little League hardball. Leagues which will be releasing players to other leagues still need to charter one team in each division in order that their players are eligible to go to the other leagues to play. Such as: Junior hardball players released by A to B, have to play at B. Some players may not go to another league, such as C to play, they all have to play at B. Combined play can be changed each season, in other words, next season A can send their junior hardball players to C or D, etc. Milan went over what leagues had chartered so far.

All interlock and combined play requests, signed by all presidents, are due before opening days. Dennis and Jaime will hold meetings after the president’s meeting and help leagues fill out interlocking and combined play forms. Headquarters has sent a directive to District Administrators instructing them that district cannot dictate what leagues will combine or interlock, this is entirely up to the leagues. However, District has the power to approve or disapprove the combined play or interlock, but cannot dictate or manipulate an interlock or combined play between leagues.

DODGER GAME DAY:   Because of increased ticket sales, the Dodgers are not offering as many tickets to youth sports this season and District 18 was lucky to be given a large block of tickets. Leagues should order their tickets soon as tickets are going fast. EM American has ordered 1,000 tickets already. Dodger Day will be Sunday, April 15th versus San Diego Padres at 5:10 p.m. Milan has mailed out a letter and ticket order form to presidents. There will be a parade of players before the game for all players and coaches in uniform. Ticket orders with payment are due by April 1st. It is traditionally the president’s child who is introduced on the field; Milan will need the player’s name who is being introduced.

BACKGROUND INVESTIGATIONS: This year Little League will require leagues to do the mandatory background checks by ChoicePoint. Lifescan through the DOJ is also acceptable. Leagues are to run the background checks and then give Milan a list of the names of those who have been checked. This is due at the March 20th meeting. This should include board members, umpires, coaches, managers and anyone who will work with the children.
                                                                                
DISTRICT 18 DINNER: The dinner was held February 23, 2007. It was a sell-out and the 50-50 was $987 to the winner and won by the Los Angeles LL table. The auction brought in over $4,000. Thanks to Mona Miller (AA) for bidding $2,600 on the Sweet Lou jersey and tickets, and those who purchased and donated auction items.

SOFTBALL: Dennis will hold a Softball meeting right after the president’s meeting.

UMPIRES: Mike recommended that presidents make sure parents are buying the correct equipment for their players. Leagues should resolve all interlock and playing rules before the games begin to avoid any problems.


JUNIOR & SENIOR HARDBALL: Jaime will be holding a meeting at the conclusion of the president’s meeting.

OPEN DISCUSSION: Milan discussed some complaints he has received about league’s drafts. After it was determined that the leagues acted according to recommended procedures, headquarters and district backed the leagues. So far headquarters has not overturned any decisions made this season, everyone has been following the rules and going by the book.

DODGER GAME DAY:   The Dodgers invited our District to participate in the April 9th Opening Day game, which was a great success and impressive. Due to the Jackie Robinson ceremonies our players were not introduced separately on the field, and most likely we will be comped for a future game.

BACKGROUND INVESTIGATIONS: A list of the background checks run by the leagues is due to Milan immediately, it can be faxed or emailed. Background checks have NOT been received from Alhambra National, El Monte American, Temple City American and El Monte Eastern as of 4/29.

UMPIRES: Ralph reported on his Congress experience. He and Mike attended all the umpire meetings. They were impressed with a video called Mechanics for the Plate. He would like to schedule a future rules clinic where presidents would send five representatives from each league to attend. Ralph congratulated Milan on such a well run district, after talking to people from all over the United States about their districts. Mike reported Congress was a good experience, he found the clinics useful and interesting from a “umpire appreciation and non-appreciation” aspect as expressed by umpires from other districts and states. Phil reported a travel ball player from one of the leagues had a tooth knocked out when he was hit with a ball while not paying attention in the field.

LITTLE LEAGUE CONGRESS IN APRIL: Tom reported the Congress was a success, that he, Mike, Ralph and Lisa had flown in that day, and Diane and Kristen were not back as yet. Tom attended a Risk Management liability coverage training session, and a Tournament Play seminar. Tom reported the Flag march at the convocation was very impressive and a heartfelt experience. Lisa enjoyed the tournament workshop experience and applauded Milan for being a great leader for our district. The rules discussions, “round tables” experience was very informative. She noted some districts micro-manage their leagues, which Milan does not. Ralph gave kudos and complimented Milan on the way he runs the district.
                        
SOFTBALL: Dennis would like to hear from Presidents about interest in senior and big league softball teams. Dennis believes the big league team should be a district-wide team, leagues should try to recruit their eligible high school players. He will set up interlocks with other districts.

JUNIOR & SENIOR HARDBALL: Jaime needs team information and available dates and times for field usage for the senior and big league teams. Sunday games are usually played for big league teams.

2007 TOURNAMENTS: Staff will be meeting before the May meeting to pick tournament sites. Milan collected applications to host tournaments, and team entry forms from leagues at the meeting. [As of this writing Milan has emailed D-18 Calendars containing tournament meetings and tournament date information.] All-star teams cannot be announced until June 15, 2007. Presidents should begin thinking about all-star eligibility information that will be needed to qualify players. Tournament draws will be done at the May meeting.

At 7:05 p.m. Diane called the meeting to order, and announced Milan was sick and she would chair the meeting.

INTRODUCTIONS/STAFF LIAISONS: Diane called the roll, introduced returning presidents and Nick Stratis who is the new TCA president, and District staff.

VENDOR PRESENTATION: Steve Hoag from World’s Finest made a presentation. He can be reached at 909-981-5779 for information. He also handed out samples, catalogs and price sheets.

CHARTER APPLICATIONS: Charter applications were handed out to all leagues present. Headquarters will hold Charters for leagues with pending payments due to headquarters from last season, as indicated on the applications. Insurance from last season lapses on 12/31 and leagues may not hold any activities after 12/31 until 2008 insurance takes effect. Charter applications will indicate what teams were chartered last season. If leagues over-pay or under-pay, headquarters will credit the league or bill the leagues for any differences this season. Leagues will receive rule books and operating manuals for the 2008 season when the Charter application is received by headquarters. Leagues will also receive a 20% credit on their insurance fees for submitting an approved ASAP (Safety) Program last season.

TOURNAMENTS LAST SEASON: Staff reviewed the tournament season and thanked all the presidents and league staff who hosted and worked the tournaments. The regional tournaments held at Almansor and hosted by Joe Martinez and his staff were very well attended, and the District thanked all those who made it so successful, including staff from other leagues within the District.

UMPIRES: Ralph again complimented Joe Martinez on the tournament at Almansor and talked about participation by parents. Mike noted the tournaments were very successful at his venues. Phil announced he will be putting together a 5-6 week Rules Clinic for umpires, coaches and managers. It will be held at Almansor Park in the meeting room by the gym. As soon as he secures the room, he will send out a global email to all the leagues announcing when it starts. It will be provided free and all presidents, league staff, etc. are encouraged to attend. He will hold it in the same format as the Western Region Rules seminars, going through the Rule book and mechanics. Everyone can benefit from this type of information, it will help presidents in dealing with protests and other problems with playing rules. He would like to start on January 16th on Wednesday nights and then finish with a Saturday for field mechanics. He is also recruiting high school players to participate and has made contact with the baseball coaches at Alhambra, San Gabriel and Monrovia. He would like to build our District’s umpires groups. If anyone has any questions, contact Phil.

NEW DISTRICT 18 WEBSITE: Diane reminded presidents about the website. Milan will be posting current information. The website will contain staff contact information, boundary and location maps for leagues, links to individual league websites or other district websites, and all current information will be posted on the website. Calendar, District Dinner, Dodger Day, Minutes, tournament information and brackets, etc. He will post information from Little League headquarters and Western Region, including seminars and clinics, Little League forms, age charts, etc.

REQUIRED SUBMITTALS: Diane reminded presidents Milan will be sending an updated Required Submittal List, which gives a due date for each item. The first item due is the President’s Information Form, which includes confidential contact information for the president. Presidents are advised they should attempt to meet the deadlines.

BACKGROUND INVESTIGATIONS: Leagues should make every effort to meet deadlines for background investigations. Headquarters has advised that they will enforce submission deadlines this season.

IId/IVh SPECIAL GAMES WAIVERS: IId waivers are for players who played one year or more in the league, in any division, who have moved out of the league boundaries. Such player may continue to play in the original league, and so may siblings of the player. The waiver form requires the new address outside the league and the old address which was inside the league’s boundaries. The forms must be signed by the league applying for the waiver, and by the league president where the player resides now. Forms are on the website.

IVh waivers are for players whose parents were dedicated volunteers to the league while living within the league’s boundaries and then they moved out of the boundaries. If the parent continued to volunteer with no break in service their children are eligible to play in that league, provided the service has been continuous.

The Required Submittal list will indicate how many waivers were approved for leagues last season. NO special waivers were approved by headquarters to allow waivered players to play on all-star teams after playing during the regular season.

Special Waivers are for players who reside in an area not covered by Little League, or special circumstances. Such waivers are often NOT approved by headquarters, but may be submitted by leagues for consideration.

Last season leagues were encouraged to give parents a copy of the approved waiver so that it will be the parent’s responsibility to keep the waiver in their files. Once waivers are approved they do not need to be resubmitted, and are in effect the entirety of the player’s career in the league, as long as there is no break in playing each season. The approved waiver will need to be produced if the child is placed on an all-star team.

DISTRICT DINNER: The Dinner will again be held at the Stadium Club at Dodger Stadium, leagues will be able to reserve tables of ten. Tom will announce the date soon via email.

OPEN DISCUSSION: Flyers were passed out announcing a new pitching Academy established by Ryan Tucker and Sean O’Leary, both TCA players who have gone on to successful baseball careers.

REGISTRATION: Most leagues will register each Saturday in January. In addition, Alhambra American will register the first two Saturdays in December, El Monte American will register the first three Saturdays in December, South El Monte and Northeast L.A. will register the first and third Saturdays in December, South Pasadena will register November 28, December 6 and 8, Temple City American will register December 8 and 15, Temple City National will register December 1, and 15.

There will be no meeting in December, the next President’s Meeting will be January 15, 2008 at 7:00 p.m.

Erica Cortinas made a presentation for For Your School Fundraising (877-callFYS), her company has cookie dough and various other food items, Alvin Yamashiro (909-625-2887) from Gateway Fundraising made a presentation of selections of candy bars, and has donated cases of candy to be used at the District Dinner.

REQUIRED SUBMITTALS: Website Information Forms and President Information Forms have been received from all leagues except El Monte Eastern. Charters have been submitted and approved by headquarters for all leagues except Northeast Los Angeles and Sunnyslope. Leagues not having Charters and Insurance may not hold try-outs or practice of any kind on their fields until they have confirmation from headquarters they are covered by insurance. Important deadlines coming up: District Dinner - checks due February 1, All Waivers due at February 19 President’s Meeting.

REGISTRATION: During registration leagues should verify proof of age documents, proof of residency documents, proof that players are covered under a combined play agreement or IId or IVh waivers. Detailed Waiver information is posted on the District 18 website. Milan also handed out IId and IVh forms at the meeting. Special Waivers can be requested for anything not covered under IId or IVh, i.e. players living outside a league’s boundaries but asking to play in another league. Each request will be considered individually by Milan and he will make a recommendation to headquarters. This year LL has made arrangements for ChoicePoint to provide 80 free background checks to each league, in addition the US Dept. of Justice National Sex Offender Public Registry is free and available at www.nsopr.gov. A list of the persons the leagues performed a background check on should be submitted to Milan at the March 18th meeting. Background checks should be done on anyone who comes in contact with the players. Ralph and Phil will do background checks on the D-18 umpires.

 

DODGER GAME DAY: Dodger Day will be Sunday, April 27th versus Colorado Rockies, time TBA. Milan will mail out a letter and ticket order form to presidents. There will be a parade of players before the game for all players and coaches in uniform. Ticket orders with payment are due by April 8th, and tickets will be distributed at the April 15th President’s meeting. It is traditionally the president’s child who is introduced on the field; Milan will need the player’s name who is being introduced. DODGER CLINIC: January 17th the Dodgers have invited 50-70 kids to a AAA player hands-on clinic. Milan will send details to those interested.

DISTRICT DINNER: The Dinner will again be held at the Stadium Club at Dodger Stadium on Saturday, February 23, 6:30 cocktails, 7:30 buffet dinner. Leagues will be able to reserve tables of ten. The price has been increased to $30 per person, table orders and payment are due by February 1st.

2008 RULES CHANGES: Milan handed out rule changes in hardball and softball, and printouts from the LL website regarding New Regulations. He specifically called to the President’s attention that all league age 12-year-olds be placed onto a major team (Reg. V), Continuous batting order is mandatory for tee ball and minor league divisions (Rule 4.04), Leagues are required to use break-away bases (Rule 1.06).

In addition, Milan called attention to new hardball rules: Minor league (defined as any division below majors, i.e. farm, instructional, etc.) will play a five-run limit, which will complete the half inning (Rule 2.00), a pitcher who delivers one or more pitches in a game cannot play the position of catcher for the remainder of that day (Reg. VI (c) NOTE), the "automatic" intentional walk was removed (Former Reg. VI (c) Note 1) and as such, the pitcher must pitch to each batter and the pitches recorded in the pitcher’s pitch count.

INTRODUCTIONS/STAFF LIAISONS: Milan called the roll.

REQUIRED SUBMITTALS: All leagues are up to date with submittals. At the March 18th meeting the $2 per player fee will be due for players aged 5-12. Background investigations have to be completed and a list submitted to Milan. ASAP Plan is due to Williamsport, all Combined Play and Interlock Requests have to be turned in. Milan also handed out a list of Important Deadlines.

ASAP PROGRAM: Due to Williamsport now. Leagues may use the same plans that were submitted last season. They will need to be updated for the 2008 season with current board member names and telephone numbers. Leagues that do not submit the ASAP program and have it approved by headquarters will NOT be able to participate in tournaments. Last year District had 100% participation. Make sure the 40518-- league number is on the ASAP program sent to Williamsport. Milan does not need a copy of the plan.

INTERLOCK AND COMBINED PLAY REQUESTS: Milan again explained interlocking requests for teams playing in the same division with other leagues. Teams can be combined to form all-star teams, this has to be declared on the combined play form. Milan encouraged leagues who only have one team in a division to consider combining with their interlock teams/leagues for all-stars, as frequently when a league only has one team it ends up dropping out of tournaments because it cannot field the team if players go on vacation or for some reason are not available for post-season games. Staff was available following the meeting for help in firming up interlocks and combined play and filling out forms.

BACKGROUND INVESTIGATIONS: LL has made arrangements for ChoicePoint to provide 80 free background checks to each league, in addition the US Dept. of Justice National Sex Offender Public Registry is free and available at www.nsopr.gov. A list of the persons the leagues performed a background check on should be submitted to Milan at the March 18th meeting. Background checks should be done on anyone who comes in contact with the players. Ralph and Phil will do background checks on the D-18 umpires.

 

DODGER GAME DAY: Dodger Day will be Sunday, April 27th versus Colorado Rockies, 1:10 p.m. game time, giveaway will be a Dodger Cap. Milan will mail out a letter and ticket order form to presidents. There will be a parade of players before the game for all players and coaches in uniform. Ticket orders with payment are due by April 8th, and tickets will be distributed at the April 15th President’s meeting. It is traditionally the president’s child who is introduced on the field.

DISTRICT DINNER: The Dinner was sold out.

2008 RULES CHANGES: Milan clarified the new hardball rule wherein Minor league (defined as any division below majors, i.e. farm, instructional, etc.) will play a five-run limit, which will complete the half inning (Rule 2.00). The Charter Committee has now allowed that this rule must be followed as written, however, leagues may allow an open 6th or final inning if they choose to accommodate any team that may be trailing by more than 5 runs going into the final inning. The choice to allow for an open 6th or final inning is a local league decision and must be made before the regular season begins and noted in the board minutes. The intent of this rule is not to have marathon games where 30 runs are scored in an inning.

OPEN DISCUSSION: Milan noted league board meetings need to be open to parents, notice of meetings should be advertised and should be on a set day and week of the each month. If someone wants to come they can come and voice an opinion. Leagues may run an executive or closed session in conjunction with a regular board meeting, dealing with a specific subject of a sensitive nature. This should not be anything dealing with the governing of the league, that should all be done in an open meeting.

Milan advised leagues not to turn players away because a league does not offer a particular division of play, those players can be released to other neighboring leagues under combined play.

Milan is developing current maps for each league which will be sent to presidents and posted on the District 18 website. Presidents will sign off on the maps at the March 18th meeting.

Milan discussed special consideration waivers for special games. Our neighboring districts have expressed interest in interlocking or just having special games. Leagues may consider this and work with their staff liaison to make sure the correct paperwork is filled out and turned in. Leagues may also have special games with other programs such as ASA softball, Pony or Babe Ruth baseball. If leagues hold the games at their park there is a form to fill out and the team coming in can pay $40 and be covered under LL insurance. If leagues have an approved request for the special game the LL insurance will cover all LL players at other venues. It would be up to the league if these games count in standings. This type of special game request and approval should allow our district teams to play special games if they wish without having to develop a full interlock with other district’s teams, as was required in the past. Staff liaisons can provide further information if requested.

Milan told about the death of LL supporter and former ADA Dave Nelson, father of Rob Nelson, and Tom Boyle, former Western Region Director. Mr. Boyle joined LL in 1939 and never missed a LL World Series. He was instrumental in developing NELA and LA parks, and many other parks in the inter-city.

There are NO waivers for 13 year olds to play in major divisions in SB and HB. However, if a letter is submitted from a doctor describing a physical or mental condition that would prohibit a player from advancing, a special consideration waiver may be submitted to headquarters through district. 12 year olds may play on junior teams, however, if they play one or more junior games, they will not be eligible to play on a major all-star team. 15 year olds may NOT play on junior teams.

TOCs will begin on June 16th, All-Stars will begin on July 1st, and hopefully we will be able to break July 4, 5, 6, depending on how many teams are entered in tournaments. In order to qualify for tournaments, players must have played 60% of games (s)he was qualified to play in. See Tournament Rules, Player Eligibility, Condition 2. Special games will count toward eligibility. The minimum is 12 players on a roster, 15 maximum. All-stars cannot be announced until June 15, 2008.

SOFTBALL: Lisa reported the interlocks started on March 8. San Marino is interlocking with our district in the junior level. There will be a meeting following the President’s meeting to go over any questions and rules, and to sign off on the interlock/combined play forms.

RULES: Milan again went over the new pitching rules, consecutive game rule, see VI.(e). White bats will now be allowed. Questions were asked about the balk rule 901(c), which is a judgment call by the umpire. Mike explained how umpires usually implemented this rule.

EQUIPMENT: Milan has received a lot of questions regarding equipment, all players must be properly equipped. Skull caps for catchers - not allowed. Dangling Throat guard - mandatory at all levels. Make sure softball teams are using the correct size softball. Mike stated that umpires will not officiate games where players are not properly equipped. Mike has removed a lot of cracked batting helmets. Make sure managers and coaches are not warming up pitchers.

SOFTBALL: Lisa reported Claudia, Mike and her will meet regarding the interlocks after the president’s meeting.

Players will be introduced on the field. Milan needs ticket orders by May 26. Reserve tickets are $5 and Infield Reserve Level are $8.

DISTRICT TOURNAMENT FEES: Milan has mailed invoices to the leagues for the tournament fees, giving host leagues any credits from last year that are owed. There will be two invoices, one from District and one from headquarters. Leagues will not be allowed to play tournaments if fees are not paid. Milan handed out and posted on the website a dress code for managers and coaches for tournaments, a list of Mandatory Meetings for TOC and All-Star managers and coaches, and dates for Southern California tournaments

SOFTBALL: Claudia reported they are working on a schedule for senior softball, and the District will have a District-wide Big League softball team.

UMPIRES: Ralph and Mike advised Presidents to make sure their managers and coaches are following the rule book, because the tournaments will be played by the rules.

JUNIOR/SENIOR BASEBALL: Jaime reported he and Phil will be making up schedules and interlocks for this bracket. They will need to know field usage for Sunday and one day during the week.

TOURNAMENTS: Milan will be mailing out a Certification Package regarding Proof of Age and Proof of Residency requirements. These are also posted on the website. Milan reminds presidents that birth certificate "abstracts" are not allowed for proof of age.

LIST OF WINNERS: Diane advised she has compiled a list of District winners in each bracket. It will be posted on the website. There are a few blanks in the list and leagues are asked to check their flags and see if they may have won these years.

SUBMITTALS: Little League Headquarters has not received rosters from El Monte American. Little League Headquarters has not received ASAP Plan corrections from South El Monte and El Monte American. The drop dead date for submissions of these items is June 13. If the items are not received the league will not be allowed to play tournaments.

Milan handed out to Presidents the following, and went over some of the guidelines:

TOC Game Schedules, Rule Differences, and team affidavits [the Baseball affidavit will be revised and sent to Presidents tomorrow due to an error in the pitching rules].

Tournament Calendar through Regionals.

All-Star Rule Differences charts, blank Tournament Team Affidavit [which leagues will receive from Little League Headquarters after they have received the league’s All-Star tournament fees], blank medical release, information on Residence Eligibility Requirements for certification. All of these documents are on the Little League website or the District 18 website.

Milan discussed tournament rules and guidelines, and explained how the tournaments would be conducted. As usual, ice chests and picnic baskets will not be allowed at tournament site. Milan noted leagues host tournaments to earn money at the snack bar, and asked presidents to ask their teams to support the snack bars at the fields.

Milan advised presidents that they are considered a tournament official if they are hosting. They should have staff to at the parks one hour before game time to supervise coin tosses, infield, and if an ADA staff person is not available, they will handle the introductions and getting the games started. They should also have competent scorekeepers and, in baseball games, pitch counters. They will sign off on the TOC affidavits regarding pitching records. Presidents will be signing off on the individual team affidavits that the player were members of the regular season team coming into the TOC.

Milan went over certification requirements and forms. The MANDATORY MEETING regarding All-Star Rules will be held on Sunday, June 22 at 4:00 p.m. Certification will be that same night at 6:00 for all softball and 7:00 for all hardball. After teams are certified original birth certificates should be copied and the copies carried with the team affidavits.

Please notify the District of the league elections over the break and any new officers elected for the 2008-2009 boards.

Game schedules, results and any updates will be on the District 18 website and updated throughout the tournament games.

The next President’s Meeting will be in the Fall.
