Central Texas Football Officials Chapter
Board Meeting
January 19, 2009

Location: Elks Lodge
Time: 6:30 PM
Attendees: Frankie Wood, Billy Crow, Joe Vargas, Kenny Kelarek, Larry Patterson, Damon Boniface, Chad Horton, and Kenneth Rice.
Agenda:
1. Treasurers Report by Joe Vargas.

2. Training Films. How many does the chapter have, who has them, and what do they cover. Frankie is looking for training films to use during next year’s meetings. Kenny, Billy and, Damon may have films they or the Chapter purchased. Frankie is also looking for tapes from our games with plays/ calls (good or bad) that can be used. If you have any good tapes please mark them with the time of the play and get the tape to someone on the board.

3. Chapter Meetings. Training for member body: Films or power point presentations on rules & mechanics. The discussion was how to best structure the meeting next year. The first (maybe two) meeting will be used to discuss administrative requirements. After that the meetings will primarily be for training. The meetings will alternate between the entire group meeting together, discussing rules and reviewing training films or game tapes. The next week we will break out into smaller groups by position. During those meetings discussions will focus on specific topics by position.

4. Preliminary calendar for the year (Board meetings, TASO events, and chapter events). Frankie and Billy are working the calendar and will have it out soon. The State Meeting this year will be in McAllen, July 10-12.

5. What schedules do we want to drop or keep? There was a discussion to drop Riesel due to the issues we had with the Coach this past year. The Board did not vote to drop them, but did make a decision for Frankie and Billy to talk to the Coach about his attitude. Frankie and Billy are going to talk to Granger and Thrall about getting their schedule for this next year. During the discussion, 7 on 7 schedules came up. The Chapter will not schedule 7 on 7 games, but if officials want to call these games they can do it on an individual basis. Members need to know they are not covered by TASO insurance to do 7 on 7 games. Spring Scrimmages were also discussed. We will provide officials for one game to each contracted school.

6. Update board on visiting Coaches. Frankie and Billy will visit Coaches in the near future to discuss fees, schedules, and administrative requirements.
They will also talk to the Class 5A schools who do not give us all their home games about getting them next year. Billy’s philosophy is if the school does not give us their home games, then that week the schools Thursday night SV game will have last priority for officials. If we have a shortage of officials then the school goes short.

7. Status of constitution. We discussed revising the constitution for how board members are elected. This topic was brought before the chapter last year, but was dropped. Damon and Kenny (with Blaine Busby’s assistance) will review the election process, make necessary changes, and present it to the board at the next meeting.

8. Billy Crow’s Notes.
a. Telephone bill. The discussion was about the chapter picking up a portion of Billy’s cell phone bill. As the Secretary of Basketball officials, his chapter currently pays his phone bill. The board approved to work with the Basketball chapter and pay for the bill during the football season.
b. Game assignment Philosophy. Billy stated the Chapter cannot neglect the Class 1A or 2A schools. He will make sure they get the best coverage we can provide for both SV and Varsity. The main discussion was on providing an adequate number of officials for SV games.
c. Scheduling of Officials. Billy stated he will use Zebra Ware for scheduling. He will publish the games two weeks out and each official will have to accept or decline the games in ZW within a certain time period (1-2 days). After accepting a game, any official who pulls out of a game (without a legitimate excuse) may be subject to paying a penalty (one game fee). This policy will be discussed in depth at the first meeting.

Feb 09 Board Meeting Notes

Board Meeting
February 16, 2009

Location: Elks Lodge
Time: 6:30 PM
Attendees: Frankie Wood, Scott Whitley, Billy Crow, Joe Vargas, Kenny Kelarek, Larry Patterson, Damon Boniface, Chad Horton, Henry Garcia, and Kenneth Rice.
Agenda:

1. Update on 7on 7 from TASO. Frankie talked to Steve Ellinger at TASO about this issue. Steve stated TASO does not have an official policy on 7 on 7. He did recommend for officials who want to call 7 on 7 to ask the Coach if the school has an insurance policy that covers them in the event an incident occurs during the game. If the school does not have a policy then the officials may be individually liable.

2. Zebra Ware Update. Officials can now log into ZW by using their email address and password. The old way of using your name and password still works.

3. Crews of younger officials on Thursday night games to prepare for Friday nights. The board discussed putting together younger crews (with one or two older officials) for Thurs SV/JV games. The Boards consensus was it would be too hard to schedule crews for Thurs games.

4. Update on Coaches Visits. See Billy Crows update below.

5. Items for President and Secretary workshop Feb 20-21. Frankie received an agenda for the meeting. Items of discussion will be 1204, pay issues, ID cards, tests, rebate checks, and mechanics manual changes.

6. Presentation of proposed Constitution changes. Damon, Kenny, and Blaine worked on the changes to the Constitution for electing board members. Damon presented the proposed changes which would require a majority vote before a board member can be elected. If a candidate does not get a majority vote in the initial election then a run-off would occur between the two highest vote getters. After the discussion on the proposed changes, there was a motion to bring the changes to the members for a vote. That motion did not pass the board by a vote of 6 to 4. Bottomline, the Constitution will not change; whoever gets the most votes wins.

7. Billy Crow Updates. Billy had either visited or talked to several schools over the past few weeks. Some of those are Academy, Holland, Belton, and Copperas Cove. He also talked to Granger and we will have their games this year. He contacted most of the schools by email requesting schedules.

8. Crews. This was not on the agenda, but was discussed. Crew lists need to turned into Frankie or Billy as soon as possible. If you turned in your list, please verify with them to ensure they have it.

Mar 09 Board Meeting Notes
Location:  Elks LodgeTime:  6:30 PMAttendees:  Frankie Wood, Billy Crow, Kenny Kelarek, Damon Boniface, Chad Horton, Henry Garcia, and Kenneth Rice. Agenda:

1. Update from TASO (President/Secretary) State meeting in Austin.

     a.  The TASO Director, Steve Ellinger, resigned and has been replaced by Bud Alexander.

     b.  In 2010 our chapter will move from District 4 to District 9.  There will be two other chapters in the District – Brownwood (Pecan Valley) and Waco.

     c.  The TASO State Meeting will be July 10-12 in McAllen, TX.  Bonus points will be awarded for attending, but the State Board has not determined the amount.

     d.  Starting next year TASO will put pictures on our TASO Identity Cards.

     e.  TASO will publish/provide new training tapes this fall.

     f.  TASO is concerned with Identity Theft and is working solutions.  They are especially concerned about the data we provide on the paysheet we give to the schools and how those schools protect that information.

     g.  TASO is looking for input on what day to start testing for the 2009 Football season.  We have recommended July 27.

     h.  TASO Football Statewide Membership.  There are currently 5064 members.  The breakdown by Division is: DIV 1- 25%, DIV 2- 13.8%, DIV 3- 12%, DIV 4- 12.4, DIV 5- 30%, Auxiliary (Chain crews)- 0.6%, and Unknown- 6.5% .

 

2. Training format for general membership.  Our first chapter meeting will be July 20 and will focus on Administrative requirements.  The next two meetings will consist of Frankie showing 10-12 plays (focused on different situations) and the membership discussing the approved rulings from the rulebook.  After those meetings we will switch between reviewing plays and having break out groups by position.

 

3. Gift certificate for members.  The chapter will provide a $35 gift certificate to each paid member to buy officiating equipment from one of the vendors who come to the meetings.  This is an increase of $10 from last year.

 

4. Billy Crow updates on schedules and other concerns.

     a.  Spring Scrimmages.  Billy will assign spring scrimmages by crews.  If a crew is interested in working a spring game the crew chief must notify Billy within the next few weeks.  Looks like most if not all scrimmages are scheduled for May 09.

     b.  Billy is looking for crews to call 6-man games.  A few members have already submitted crews.  Those crews need to verify with Billy that he has your names.  Anyone else interested in putting a crew together also needs to contact Billy.

Football Message From Kenneth Rice - Div 4 Rep Central Texas Football Officials Chapter

Board Meeting May 18, 2009 Location: Elks Lodge Time: 6:30 PM Attendees: Frankie Wood, Scott Whitley, Billy Crow, Kenny Kelarek, Damon Boniface, Chad Horton, and Kenneth Rice.

Agenda: 1. Ray Parker, President of TASO Football, gave an update on TASO. He stated: a. TASO vs UIL. TASO and UIL continue to have differences of opinions. Issues are being worked; more to follow. He added UIL has no problem with TASO Football. b. TASO will maintain divisions for all six major sports (football, basketball, baseball, softball, soccer, and volleyball). c. Starting this year there will be a varsity game requirement to progress from Division 3 to Division 2 and from Division 2 to Division 1. He added the details will soon be posted on the TASO website. d. The TASO State Meeting will be July 10-12 in McAllen, TX. Division 1-3 can receive credit for 5 varsity games or 18 bonus points. Division 4-5 will only be awarded 18 bonus points. Continue to check the TASO website for more details. 2. Temple JV and Varsity games. Many of you have heard the board voted last month not to officiate Temple's JV and V games this year, because we did not get several of their varsity home games. We voted to do their SV games on Monday and Tuesday nights. At this time we have not heard back from the Coach if he wants us to do them. We have heard rumors that he does not. More to follow. 3. Evaluations. The board voted to establish an Evaluation program for this year. Scott Whitley is working on a standard evaluation form to be used. The board has asked Bob Ranly, Jerry Spense, and Ivan Leschber to do the evaluations. 4. Billy Crow updates on schedules and other concerns. a. Spring Scrimmages. Billy is assigning spring scrimmages by crews. If you are not on a crew and want to officiate a spring game check ZW for the schedule. Report about 15-30 minutes early and let the "White Hat" know you are there. He will work you in. b. Billy has received most of the schedules for next and has started posting them on ZW. 5. Central Texas - Football Message From Kenneth Rice - Div 4 Rep Central Texas Football Officials Chapter Board Meeting June 15, 2009 Location: Elks Lodge Time: 7:00 PM Attendees: Frankie Wood, Billy Crow, Kenny Kelarek, Larry Patterson, and Kenneth Rice.

Agenda: 1. Ad for newspaper for new members. We will run an ad in the Temple, Killeen, and Ft Hood newspapers the two Sundays before the first regular Chapter meeting. The first meeting for all members this year is July 20, 2009. The ads will run July 12 & 19. We will also run through the third week of our meetings a smaller ad in the announcements portion of the papers. 2. Availability dates for scrimmages from members. The first fall scrimmages will be August 15, 2009. Billy plans to post those scrimmage assignments two weeks out. 3. Availability dates from all members. Billy needs all non-availability dates for the entire season from all members by July 1, 2009. 4. Updates from Billy. We have dropped Milford from the 6-Man schedule. As stated in previous minutes, we are not officiating Temple's Varsity games. We have not been officially informed, but we believe the Chapter will not officiate the JV or middle school games either. 5. Labor Day Chapter meeting. The Board discussed and voted not to meet on Labor Day this year. Week 0 and Week 1 will occur before Labor Day, so the Board decided meeting on Labor Day was not as important since we already had two weeks of games being played. 6. Playoff Eligibility. a. Chapter Meetings. We usually have 17 Chapter meetings. Not meeting on Labor Day will drop that number to 16. To be playoff eligible you will have to attend 12 of those. b. SV games. You have to officiate 14 SV games. The UMHB JV game on Monday night does not count as a SV game. Those officials who call those games will get credit for attending the meeting and 2 points (same as a HS varsity game). 7.
