CAYUGA COUNTY BABE RUTH LEAGUE Amended May 27, 2008 Thursday, May 31 2007 League Rules CAYUGA COUNTY BABE RUTH LEAGUE LEAGUE RULES FOR 2007 APPROVED MAY 29, 2007 I. GENERAL RULES: 1. The Cayuga County Babe Ruth League plays high school rules as per the New York State Public High School Athletic Association rule book during the regular season. During tournament play or league playoffs, only Babe Ruth Rules are followed. Any exceptions to High School rules during the regular season will be noted below. II. TEAM ROSTERS: 1. Roster Requirements Without Prep League: Each team shall consist of a maximum of fifteen (15) players with a minimum of twelve (12) players, one (1) manager and two (2) coaches. Each team shall include a minimum of three (3) thirteen-year-old players, and no more than five (5) fifteen-year-olds on their roster. 2. Roster Requirements With Prep League: If the CCBRL registers a minimum of a four (4) team Prep League which takes in 13-year-old players, each 13-15 year old team shall consist of no more than eight (8) 15-year-old players. The remaining seven (7) players would be either 13 or 14-year-old players. Thirteen-year-old players listed on the leagues 13-15 year old team may also participate in the Prep League at the local leagues option. 3. Player eligibility is determined as follows: ages are 13-15 years. Any player born prior to May 1, 1994 and on or after May 1, 1991 will be eligible for Babe Ruth 13-15 League competition. 4. Rosters are due to the league president on or before June 1st. Players may be added to the Roster up to June 30th. This must be reported to league president to ensure insurance coverage. III. PITCHING: 1. Pitchers may pitch a maximum of seven (7) innings per calendar week, (Monday through, and including, Sunday) unless a starting pitcher has not left the game and the game is tied at the end of seven innings. Then, he/she may pitch through nine (9) innings, if capable. 2. Once the pitcher is assigned to the mound to warm up for an inning, they must then throw at least one pitch. One pitch in an inning shall constitute an inning pitched. 3. A pitcher must have two (2) calender days rest between pitching assignments if he pitches in more than three innings in any one game. Each game in which a pitcher pitches is considered an assignment. 4. In the 13 year old Prep league, one warning and then balks will be called. However, instruction will continue throughout the game. 5. During the playoffs, tournament rules are in effect for the pitching staff. A pitcher is allowed to pitch up to nine (9) innings and then must have at least one game of rest before pitching again. Example: Pitcher pitches 4 innings in 1st game and 5 innings in 2nd game. This pitcher may not pitch in the 3rd game and, then, may pitch in the 4th game. IV. GAME MANAGEMENT: 1. Evening games start at 6:00 P.M.; any team not ready to play by 6:00 p.m. is required to forfeit at the choice of the opposing team manager. Managers are encouraged to made reasonable decisions. 2. Morning games start at 10:00 a.m. unless changed by the two coaches and both umpires are notified and agree to the changes. 3. The home team is responsible for providing two new official Babe Ruth approved baseballs. 4. All games shall be seven (7) completed innings, unless the home team leads at the end of 6 ½ innings of play. In the event a game is called before completion, it shall be completed from the point of discontinuance. 5. Mercy Rule is ten (10) runs after 4 ½ innings, if the home team is leading in score, or ten runs at any time after 4 ½ innings. 6. Make-up games are to be re-scheduled within seven (7) days. All games are to be made up and played, if at all possible. 7. During the play-offs, all games must be completed. If a game is called because of darkness or inclement weather, the visiting team must return the next night to finish the game. The game will be played from the point where the teams left off with the lineup where it was, unless a substitution is listed in the score book. 8. Game protests must be filed in writing to the League president within 48 hours. There is a $25.00 refundable fee if your protest is upheld, and, the fee forfeited if the protest is denied. The protest must be lodged with the umpire at the time of the possible infraction. V. BATTING: 1. A negative -3 ounces bat weight less than the overall bat length is the maximum negative bat weight allowed in the CCBRL. 2. Teams may use either an Extra Hitter (EH) or a Designated Hitter (DH), but not both in the same game. 3. All teams must start with 9 players. However, they may finish with eight players. If the reason for only eight players in the game is an ejection from the game, then, the team must take an out for the ejected player. 4. If a double header is needed, the league president must be notified of this. Double header games shall be 5 innings games in length. Scheduling for umpires must be done through the clearinghouse. No coaches, managers, or parents are to call the umpire assigner. VI. UMPIRES: 1. Umpire fees are payable prior to the start of the game. Umpire fees for Syracuse Umpires are: The fee for two umpires is $41.00 each, for a total of $82.00. The fee for only one umpire is $61.50. The fee for a scheduled nine-inning game is $53.00 per umpire. Umpire fees for Ithaca Umpires are: The fee for two umpires is $40.00 each, for a total of $80.00. The fee for one umpire is $60.00. All umpire fees are split equally between the two teams; each team should be prepared to pay one umpire at each game whether at home or away. If umpires are not notified within a reasonable time and they arrive at the field they must be paid in full. 2. Once the game starts, even if it is then rained out, there is no refund of the game fee. 3. The home team is responsible for contacting the Umpires, if the game is canceled. The procedure is call the umpires, the opposing team, and the clearinghouse at 315-626-6868, and ask for Bill. If a game is to be re-scheduled, call the clearinghouse. Bill will contact the umpires association and secure umpires for the re-scheduled game. VII. EJECTIONS, ILLEGAL PLAYERS AND INJURED PLAYERS: 1. Any player that is ejected from a game must sit out the next game, in uniform on the team bench prior to being able to play in another game. Both coaches are responsible for immediately notifying the league president identifying the name jersey number of the player ejected. 2. Any coach or manager ejected from a game will receive an automatic suspension from the teams next scheduled game. A suspended coach or manager may watch his/her next game but may not be on the bench or participate in any coaching activities. If a second suspension occurs, the executive board of the CCBRSL may conduct a hearing and if the executive board determines it necessary, the coach or manager may be suspended for additional games. If the infraction is of a serious enough nature, the coach or manager may be prohibited from continuing in their position at the discretion of the executive board. 3. Any team that knowingly utilizes an illegal player (such as a player not on the roster, or an underage/overage) player will forfeit all games up to the date of the infraction. The team will be placed on probation for one (1) year: and, will be ineligible to participate in the playoffs for that year. The offending team must apply for re-entry into the CCBRL. If you register a player, then, you are responsible for knowing if the player is of proper playing age. 4. In the event of an injury that occurs after all players have entered the game, the coach must first use a non-starting player that is on the bench, or second, use a starting player that is on the bench. To keep the original batting order in place, a starting player entering for an injured player will assume his/her original position in the batting order and the sub that entered for him/her will then assume the injured players position in the batting order. VIII. League Standings 1. Team standings shall be determined by utilizing the Babe Ruth Point System. The team with the most points will be declared in first place, team with second most points, will be declared in second place, etc. If teams are tied in points, then record against each other, runs scored against each other and total league runs scored. The last choice will be by coin flip. 2. Babe Ruth Point System is as follows: Win 2 Points Tie 1 ½ Points Lose 1 Point Forfeit 0 Points Note: A team must play a game in order to earn points. IX League Tournament 1. A modified double elimination league tournament will be played at the completion of regular league play. Teams will be seeded according to final league position as determined by the Babe Ruth Point System. 2. The two teams who are undefeated in the winners bracket will play for First and Second place. The two teams who have one loss at the end of the losers bracket will play each other for Third and Fourth place. 3. The home team for all tournament games, except the final two games of the tournament, will be the team that has the highest league standing. The game will be played at the site of the home team. The home team will supply two new official Babe Ruth approved baseballs. Each team will pay for one umpire. 4. The home team for the final two games of the tournament will be chosen by a flip of the coin. The winner of the coin flip has the choice of being the home team or the visiting team. The CCBRL will supply new official Babe Ruth baseballs and pay umpire fees for the final two games of the tournament. 5.
