Basketball Leagues Rules& Regulations

Section A

The CBL will recognize threedivisions.

A Division

This division will consist ofprimarily 8th graders. 7th graders can participate in this division.  No 6th graders are allowedto play in an A Division game.   

Teams will play a 10 gameschedule with a post-season tournament at the conclusion of the regularseason.  Members on a A Divisionroster CANNOT play in the B or C Division.

 

B Division

This division will consistprimarily 7th graders not in the A division.

Each member school will beallowed multiple teams. These players will be allowed to move UP to the Adivision team on a game by game basis with the understanding that the playermay not participate for both teams during the same playing date.

Teams will play a 10 gameschedule with a post-season tournament at the conclusion of the regular season.

Note: Smaller schools oftenhave a limited number of student/athletes to form a team.  Since 6th graders are unableto play in an A Division game, the B Division often will field 1 team of 6th,7th and 8th graders.  A limit of three (3) 8th graders can play in thisdivision. 

C Division

This division is for 6thgrade students only.  Each member school will be allowedmultiple teams of (10 – 12) 6th graders. These players will beallowed to move UP to a B division team on a game by game basis with theunderstanding that the player may not participate for both teams during thesame playing date. 

Teams will play a 9 gameschedule with a post - season tournament at the conclusion of the regularseason.

 

1. It should be understood thatplayers on any A team may NOT move down to a B or C team.  However, a B division  player may be moved up to the Adivision in order to make a viable team. Such change must be accomplished withthe understanding that the player may not participate for both teams during thesame playing date.   

 

2. A player's name may appearon only one roster.

 

Section B - Conduct Policy

All players, coaches andspectators will be subject to the following Conduct Policy while involved inany CBL game.

Players and Coaches ShallNot:

1. Disrespectfully address orcontact an official or gesture in such a manner as to indicate    

resentment;

2. Attempt to influence anofficials' decision;

3. Use profane or inappropriatelanguage or obscene gestures;

4. Bait or taunt an opponent;

5. Intentionally or flagrantlycontact an opponent when the ball is dead and such contact is not a personalfoul;

6. Disrespectfully address anopponent; or;

7. Incite undesirable crowdreactions.

Penalty: (Technical Foul) - 2 free throws plus ball awarded for division linethrow-in.  The foul is charged tothe offender and, if against player on the bench, to the head coach, also.  If illegal act is flagrant, theoffender is disqualified.  Squadmembers so disqualified are banished from the vicinity of the bench.  Adult bench personnel  disqualified shall leave thegymnasium. 

THE SECOND TECHNICAL ON ANYPLAYER OR COACH IS CONSIDERED FLAGRANT MISCONDUCT RESULTING INDISQUALIFICATION.  THE THIRDTECHNICAL AGAINST ANY TEAM IS CONSIDERED REPEATEDLY COMMITTING ACTS WHICH MAKEA TRAVESTY OF

THE GAME AND THE GAME SHALL BECONSIDERED A FORFEIT.

 

 Coaches Shall:

1. Adhere to the followingbench decorum rule:

 A. Coaches will be required to remain seated during a liveball.

 B. Only two coaches from each team will be allowed on thebench

 C. All coaches may stand during a charged time-out orintermission period.

 D. The coach, shall not have dialogue with the officials.

 E. The coach may leave the designated six foot area to conferwith personnel at the 

        scorer's table or attendto an injured player only after beckoned onto the court by an

        official.

F. Coaches may rise in front oftheir seats to spontaneously react to an outstanding

     play by a  member of their team or to acknowledge a replaced player,but must

     always return to their seat.

G. If a technical foul isassessed to the head coach or an assistant coach, these coaches   

must remain seated on the benchat all times while

the clock is running or isstopped except to: 

  1.  Confer withbench personnel and players within the confines of the bench area

during a charged time-out or theintermission between quarters and extra periods.

  2. Rise and stand in front of their seat to signal playersto request a time-out.

  3.  Confer withpersonnel at the scorers' table to request a time-out for a correctable

error.

  4. Confer with personnel at the scorers' table to request atime-out to prevent or rectify

a timing or scoring mistake oran alternating possession mistake

  5. Attend an injured player when beckoned onto the court byan official.  Replace or

remove a disqualified or injuredplayer, or player directed to leave the game, from

within the confines of hisbench.

 

2. REMOVE FROM THE GAME ANYPLAYER RECEIVING A TECHNICAL FOUL FOR UNSPORTSMANLIKE  CONDUCT.  PLAYERMAY NOT RETURN TO THE GAME UNTIL THE NEXT DEAD BALL SITUATION

 

3. See that their team membersconduct themselves properly at all times. This includes while in the gym waiting for their game, locker-room (ifavailable) and parking lot. When games are at Dowling, team members andspectators should remain in the gym area at all times. Roaming through theschool is strictly forbidden.

 

SpectatorsShall:

1. Demonstrate courtesy andrespect to opponents and officials;

2. Show by example the properideals of sportsmanship, ethical conduct and fair play;

Question: Who is responsiblefor the behavior of spectators?

Answer: The coaches andadministrators of each team are responsible insofar as it can reasonably beexpected to control the spectators. The officials may assess technical fouls on either team if its fans actin such a way as to interfere with the proper conduct of the game. Discretion must be used in calling such fouls, so as not to unjustlypenalize a team.

 

Uniforms:

1. Team jerseys shall be of thesame solid color front and back. Undershirts must be similar color to the jerseys.

2. Shorts designed for gymactivities, only, are permitted. It is recommended that the shorts be a solid color with all team memberswearing similar shorts.  Absolutelyno torn, ripped or cut-off pants are permitted. No shorts with college/prologos allowed.

3. Compression shorts which areof a single color similar to the pre-dominate color of the pants may be worn.

4. All uniforms must have avisible CBL logo on them.

5. Uniform jerseys must betucked in.

6. The officials or gym managershall not permit any player to wear equipment that, in his or her judgment, isdangerous or confusing to other players or is not appropriate.

Be advised that the wearing ofjewelry by players on your team is prohibited.  This includes, but is not limited to  items such as hair or head accessories,earrings or jewelry of any kind.

 

Section C - Eligibility

 

1. School Affiliation -Allfull-time students of the parish school are eligible to play in the CBL

 

2. The following academiceligibility rule is in effect for all pupils participating in CBL Athletics:

All student athletes aresubject to the academic policies of the school.  Scholastic eligibility is always the prerogative of theCatholic school administrator.

Note: A person in a responsibleposition, such as a principal, athletic director or coach is required to checkon academic eligibility of participants.

  

Section D - League andParticipant's Registration Fees

Each school is assessed anentry fee as designated for every team entered in the CBL

 

Section E - OutsideParticipation  

Teams may play in otherleagues, as long as there are no date conflicts. 

 

This rule also implies that anindividual player may play in a league sponsored by another organization.MBA/MAC coordinators will work together to ensure that players will be allowedto participate in both organizations.

 

Section F - Game PlayingRules

Games are to be played and timekept according to the official IHSAA Rule Book with the following

exceptions: 

 

1. Quarters shall be six (6)minutes in length for all divisions. Two (2) minute overtime.

2. If in the last two (2)minutes of a game, one team is ahead by 20 or more points, the game willconclude using a running clock. This will curtail unnecessary or excessivefouling at the end of the games that causes tempers to flare.

 

3. Only five (5) minutes willbe allowed for intermission at halftime. This is to be enforced strictly by officials and gym managers so thatgames can stay within a one hour period as much as possible. 

 

4. 3 Point Field Goal

A successful try from the fieldby a player who is located behind the 19-foot, 9 inch line

counts 3 points.  Any other goal from the field counts 2points for the offensive team.  The3 point shot will only be used at gyms where the 3 point line is marked on theplaying floor.

 

5. Time-Outs

Each team will be permitted totake three full and two 30 second timeouts during

regulation play.  Should a game go in to overtime, eachteam will be allowed one

additional full-length (1minute) time-out for each overtime session.  Any timeouts not

used during regulation playcarry over to the overtime periods. 

 

6. Pressing

 In the B and C division teams will not be allowed to use afull-court press, except in the last (2) two minutes of the second and fourthquarters.  Should a game go intoovertime, the

overtime period is an extensionof the fourth quarter, and teams may press throughout the

overtime period.  This press rule will be in effect forall regular season and tournament

competition.  All other CBL basketball leagues mayemploy a full-court press throughout

each game. 

 

7. The Alternating PossessionArrow is required and must be placed on the scorer's table.

 

8. The CBL is to makearrangements for timekeeper and scorer for each game.

 

9. The CBL strongly advocatesgood sportsmanship in all games and encourages all coaches to show goodjudgment when involved in a game where one team is far superior over theother.  If a team has a 20 point leadover its opponent, that team will not employ a full court press or a fast breakoffense.  Additionally, if a teamfinds itself behind by 30 or more points, the coach of the trailing team canrequest that the game score no longer be kept on the scoreboard and a continuousclock be started.  The clockoperator should keep the game time but reset the score for both teams back tozero.  The score of the game willcontinue to be kept in the scorebooks of both teams.

 

10. CBL BASKETBALL PLAYINGTIME

The The CBL community believesthat all participants, regardless of their skill level, are given theopportunity to play a reasonable amount of time in every game.  When a child signs up for the CBLprogram they expect and have the right to play in all the games.  Coaches need to respect all the youngathletes if they are to have a rewarding experience in sports. Each school isresponsible for implementing a playing time policy.  The CBL strongly recommends that equal playing time is encouragesin the B and C levels. 

 

Management of the amount oftime each player is on the court is the responsibility of the TEAMscorekeepers.  The CatholicBasketball League believes that coaches, fans and school personnel are capableof enforcing this policy.

 

Section G - GeneralScheduling Notes 

 

1. No School has the right topostpone a game.  The schedule isto be strictly followed, except when extremely bad travel conditionsprevail.  We urge you to notrequest a schedule change. 

Game changes may be allowedwhen a  parish or school event isscheduled at the same time. A reasonable notice must be given the leaguepresident to accommodate a request for change.

The CBL Board must always givepermission

2. In all CBL basketballleagues, a legal game may start with four players.  With many teams carrying only eight or nine players on itsroster, this will make it possible for a game to be played rather thanforfeited if a team is short players due to illness, injury, absenteeism or theloss of players due to issues involving classroom performance.

 

3. Teams are expected to be ontime for game.  Fifteen minutes ofgrace is to be given the offending team before a forfeit is claimed unlessprevious arrangements have been made.

4. All teams must compete intheir respective postseason tournaments.

Section H - Conduct &Gym Procedures

 

1. Games are to be playedaccording to the schedule.  Teamswill be given a maximum of five minutes warm-up  between games and during the half-time intermission.  If games are running ahead of schedule,the gym manager may require a game to start early but no earlier than 10minutes prior to the scheduled time. In all cases, good discretion should be used.

 

2. No team will be allowedaccess to a gym earlier than 30 minutes before the first game of the day at thegym. 

 

3. The CBL charge admission tospectators, except that players, coaches and cheerleaders will be admitted freeof charge.  The admission pricesare not to exceed those set by the CBL Board. 

4. Each gym is to makearrangements for a time keeping system. The CBL will provide a clock operator and score keeper.

 

5. With the safety of playersand spectators in mind, gym managers should see that adequate and safeprovisions are provided.

 

6. An adult must be with theplayers at all times when they are inside the gym This rule is to be strictlyfollowed to prevent abuse of the facilities and personal properties.

 

7. The gym manager has theauthority to stop a game if, in the opinion of the gym manager, a situation isdeveloping. The gym manager should consult with the officials and the two headcoaches before taking any action.

 

8. Gym managers will report allunsportsmanlike acts, unethical behavior, ejections from games or violations ofthe rules to the CBL president. Reports of such incidents will also be filed by the game officials.

Section I - Awards

Teams will be awarded trophiesfollowing the final games of their respective tournament.

T Shirts will also be given tomembers of the tournament champions of each division. 

 

Section J - Tournaments 

 

1. Pre Season - In addition tothe regular season, practice games and

CBL  tournaments, schools may participate in pre seasontournaments sponsored by member parishes. The CBL sponsors the post seasonchampionship tournament only.
