All TOC tournaments will begin June 22 9-10 in Centralia, 10-11 and 11-12 in Elma.
District 9-10 and 11-12 will begin June 29 in Montesano and Chehalis respectively. The 10-11 will begin July 6 in Aberdeen. Start dates are determined based on the state schedule

On July 26, 2009, House Bill 1824 – also known as the Zackery Lystedt Law – became effective. The law will directly affect youth sports, head injury policies and future Washington Little League player registration processes.
Since the law has passed, all Washington District 3 Little Leagues must follow all steps outlined below to ensure they are compliant with the law. The three requirements that directly affect registration processes include:
- An informed consent must be signed annually by parents and youth athletes acknowledging the risk of head injury prior to practice or competition.
- A youth athlete who is suspected of sustaining a concussion or head injury must be removed from play – “when in doubt, sit them out”
- A youth athlete who has been removed from play must receive written clearance from a licensed health care provider prior to returning to play.
Capitol Little League has developed the guidelines, pertinent information and forms to inform and educate coaches, youth athletes, and their parent(s)/guardian(s) of the nature and risk of concussion and head injury including continuing to play after concussion or head injury.
What is needed to be in compliance?
Capitol Little Leagues:
- Shall adopt policies for the management of concussion and head injuries in youth baseball.
- Shall ensure that all coaches are educated in the nature and risk of concussion or head injury prior to the first practice/competition. This education shall include signs and symptoms of concussion/brain injury.
- Shall annually require all players and the parent(s)/guardian(s) of those players to sign and return an informed consent form relating to the nature and risk of concussion or head injury. This information sheet shall include the signs and symptoms of concussion/brain injury and will be provided my your manager.
- Shall ensure that any player showing signs or symptoms of concussion/brain injury is removed from participation/competition immediately, and not allowed to return to play until they have written clearance from a licensed health care provider trained in the evaluation and management of concussion/brain injury.
- Shall submit a Compliance Statement for HB 1824, Youth Sports-Head Injury Polices to the School District when using School District facilities along with proof of insurance.
Coaches:
- Shall be educated as to the nature and risk of concussion and head injuries including continuing to play after concussion or head injury. This education shall include signs and symptoms of concussion/brain injury. Education materials are available at no charge.
- Shall educate their athletes on the signs and symptoms of concussion and encourage athletes to notify a coach if they or a teammate exhibits those signs or symptoms.
- Shall immediately remove from participation/competition any athlete who is suspected of sustaining a concussion or head injury.
- Shall not allow an athlete who has been removed from play because of a suspected concussion/brain injury to return to play until the athlete has received written clearance from a licensed health care provider trained in the evaluation and management of brain injuries.
Parents/Guardians:
- Shall annually review, sign and return to Capitol Little League an informed consent form on concussion and head injury prior to the youth athlete's initiating practice or competition.
Athletes:
- Shall annually review, sign and return an informed consent sheet on concussion and head injury prior to initiating practice or competition.
- Athletes are encouraged to notify a coach if they or a teammate exhibit signs or symptoms of a concussion/brain injury.
What licensed health care providers are trained in the evaluation and treatment of concussions/brain injuries and authorized to allow the athlete to return to play?
Licensed Health Care Providers
- Medical Doctors (MD)
- Doctor of Osteopathy (DO)
- Advanced Registered Nurse Practitioner (ARNP)
- Physicians Assistant (PA)
- Licensed Certified Athletic Trainers (ATC)

Be A Hero-Advertise with Little League!
It’s that time of the year when Capitol Little League kicks into gear to prepair for our 2013 Spring baseball season! Capitol Little League is a non profit organization located in Tumwater, WA and is completely operated by volunteers, parents and sponsors like you! My name is Robert Wilson and I am the Marketing & Signage Director for the upcoming season.
Capitol Little League is looking for league sponsors and are approaching companies and businesses like yours to see if you would be willing to make a contribution to our organization. Our league has 300+ kids and families that use our fields from early Spring through the end of October and by sponsoring our league you will have the opportunity to have a 4x8 banner with your logo hanging on the fences of our much used fields.
Our cost to you is $300.00 for us to make your 4x8 banner with grommets and wind slits. It also includes your logo on our website and your name in our opening day ceremony brochure, or $200.00 if you would like to provide your own banner, with all the same as above . The banners are taken down at the end of the season and stored in a climate controlled facility to be saved and used again in following years for a renewal fee of $100.00.
Capitol Little League also has a team sponsorship program. You can sponsor a Major, Minor, AAA, AA or A division team for $300.00 which includes a dugout sign with your name listed as a sponsor and a plaque with a team picture, your logo on our website and your business name printed in our ceremony brochures and a 4x8 banner to be hung on our fields. If you are a returning sponsor and we already have your banner or if you provide your own banner the cost of sponsorship will be $200.00.
Of course any monitary contribution or the contribution of materials that could be used for our fields, fundraisers, concessions and raffels are also greatly appreciated!
