Please read all policies before registering your child or buying equipment. Little League International provides local leagues the authority to determine policies for managing the league. These policies become part of the League’s By-Laws. The By-Laws, which include the local ground rules (white sheet rules) and other policies, are determined by the Board annually. Little League requires that the By-Laws be completed prior to the beginning of the regular season games. The Board is still in the process of preparing the By-Laws, but some of the policy updates that have been approved for the 2010 season. Policies will be added as they are approved.

• Equipment - Helmets: due to the difficulty in policing helmet alterations, no altered helmets will be allowed. This includes application of stickers and airbrushing of helmets.
• Uniforms: Players and teams must utilize the uniforms provided by CLL. Replacement pieces must match CLL issued.
• Team Appearance: teams may not purchase or have purchased for them like uniform and equipment accessories.
• Play up/play down: indicates which players are eligible to play up/play down to divisions other than the division designated for their specific age. Parents that want their child to play up or play down to a non-age specific division must read the play up/play down waiver policy.

This year CLL is changing its player registration process. We’ve selected a new registration database vendor, Youth Leagues USA, and are moving exclusively to an online process. For 2010, you will still be able to register via our website or in person, but two main things will change:
1) You can pay by credit card online or opt to mail in a check after the online registration.
2) We will only have two in-person registration sessions. If you choose to come to an in-person registration, you will have to enter all information via a CLL provided laptop. You will either pay online or pay by check at the session. No paper registration forms will be available.
Our in-person registration dates will be Saturday, January 30, 2010 from 10 AM to 4 PM at the Holiday Inn Express - Brandermill and Saturday, February 6, 2010 from 10 AM to 3 PM at the Clover Hill Library.
The cut-off date in determining the playing age for all players is April 30th of the upcoming spring season. The league age determination date is the age a player has attained as of April 30th, for the purpose of placing the player in a particular division. Please refer to the age chart at the left in determining the "league age" for your child when filling out the player application form or registering online.

Division contacts are important, as your Division Director is the person to contact if you have any questions or concerns your Manager cannot resolve or answer for you. Please do not hesitate to contact your Division Director with any questions:
TBALL I & II: TBall I is typically for 5 and 6 year olds new to baseball. All hitting is done from a tee. TBall II is typically for returning 6's and first year 7 year olds not wishing to play machine pitch. Pitches are delivered by a coach from a short distance with an option to hit from a tee. Teams are placed by League official, not via draft.
ROOKIE I & II: Rookie I is for 7 and 8 year olds. All pitching is delivered by a lever action machine. Rookie II is for returning 7 - 9 year olds and introduces kid pitching after the first two weeks of the season. Teams are selected via manager draft system after player assessments.
MINOR: Minor is for 9-11 year olds with kid pitching and base stealing. Teams are assembled via manager draft system after player assessments. Minor players may also have an opportunity toplay on an All Star team at the end of the regular season if eligible via balloting.
MAJOR: Major is for 11-12 year olds and is considered the "Little League" baseball. Teams are assembled via manager draft system after player assessments. Major players may also have an opportunity to play on an All Star team at the end of the regular season if eligible via balloting.
JUNIOR/SENIOR/BIG LEAGUE: Junior is for 13 and 14 year olds, Seniors is for 15 and 16 year olds and Big League is for 16-18 year olds. These divisions play on High School sized fields, interleague with other District 5 teams, and the playing rules are very close to high school and older baseball. *Big League does not start practices/games until June.
CHALLENGER: The Challenger division is for children that are mentally or physically challenged. The player registration fees are waived, games are weekly on Saturdays only and teams interleague with other Challenger teams within District 5. A mid-season tournament, usually played over Mother's Day weekend, is typically sponsored by CLL.

To play with Chesterfield Little League you must live within our boundary.
The following elementary school districts are within the CLL boundaries:
Alberta Smith, Chalkley, Clover Hill, Crenshaw, Grange Hall, Jacobs Rd, Spring Run, Swift Creek, Winterpock & Woolridge. In addition, portions of the following districts are served by CLL: AM Davis, Evergreen, Gates, Hening & Providence.
Chesterfield Little League Boundary description, as taken from District 5 published boundaries, is as follows:
Northern most boundary starts at the intersection of Hull Street Road (Rt. 360) and proceeds south on Chippenham Parkway (Rt. 150) until it intersects Belmont Road (Rt. 651); proceed south on Belmont (Rt. 651) until it intersects Courthouse Road (Rt. 604); proceed southeast on Courthouse Road (Rt. 604) until it intersects Newby's Bridge Road (Rt. 651); proceed southwest on Newby's Bridge Road until it intersects Qualla Road (Rt. 653); proceed south on Qualla Road (Rt. 653) until it intersects Spring Run Road (Rt. 654); (NOTE: For Newby's Bridge, Qualla and Spring Run Roads, houses on both sides of the road will be considered Chesterfield Little League) proceed south on Spring Run Road (Rt. 654) until it intersects Beach Road (Rt. 655); proceed west on Beach Road (Rt. 655) until it intersects Bundle Road (Rt. 654); proceed south on Bundle Road (Rt. 654) until it intersects River Road (Rt. 602); from the point where Bundle and River Roads meet, the dividing line will head due south geographically to the Chesterfield / Dinwiddie County line; follow the Chesterfield County line as it moves northwest (Dinwiddie County, Amelia County and Powhatan County) to the intersection of Route 604 (Genito Road); East on Route 604 to Route 667 (Otterdale Road); North along Route 667 to Route 652 (Old Hundred Road); Southeast on Route 652 to Powhite Parkway continuing East to Route 653 (Courthouse Road); proceed south on Courthouse Road (Rt. 653) until it intersects Providence Road (Rt. 678); proceed east on Providence Road (Rt. 678) until it intersects Hicks Road (Rt. 647); proceed south on Hicks Road (Rt. 647) until it intersects Hull Street Road (Rt. 360); proceed east on Hull Street Road (Rt. 360) until it intersects Chippenham Parkway (Rt. 150); This concludes our boundary description.

| SKILLS ASSESSMENT INFORMATION |
Every registered child is selected by a team. Chesterfield Little League uses the skills assessments to allow the managers an opportunity to evaluate the fundamental skills of the players prior to the draft (selection of teams).
All players, except Challenger, Blastball and Tee Ball players, need to attend one of the skills assessments. The assessments are scheduled for February 13th from 10am - 2pm or the make-up tryout on February 20th from 12pm - 2pm. Both of these skills assessments will be held at the Manchester Complex.
If a registered player does not attend one of the skills assessment sessions, they will not be eligible for the standard draft process and they will have to be selected by a manager through a blind draft process. Players wishing to play up to a higher division may be drafted into the lower, age appropriate division if assessments for both divisions are not attended.
The skills assessment process is simple; consisting of: registration/check-in, hitting several pitched baseballs (evaluation of batting mechanics), running from home plate to first base (evaluation of running skills), catching of several fly balls (evaluation of fielding skills), catching several ground balls (evaluation of fielding skills), throwing several baseballs from shortstop to first base (evaluation of throwing mechanics and skills), and catching several thrown baseballs (evaluation of catching skills).
