Policies and Procedures

1- Team Registrations

            All applications / team participation forms must done on-line and be received by the CJSL office on or before the deadline for registration, Sunday, August 9, 2009.  All teams must play soccer in the CJSL.  Requests for exceptions to this rule must be made in writing and should be sent to the league president no later than August 1st.  Each case will be decided by the Executive Board on an individual team basis.  Requests must be made on a yearly basis and must be renewed each year. 

2- Team Participation Request: 

All applications must be done on-line and received by Sunday, August 9, 2009 

·$100.00 late fee for applications received after August 9th.  Teams will only be accepted if there is space available.

·    $150.00 fee to drop a team after the scheduling process begins

·        $100.00 fee to add a team to a bye slot

·        $250.00 fee to drop a team anytime after the first weekend of play in that group

3. Referees

The referees have been directed to call the contact person (mentioned above) by the Thursday prior to the game to confirm the time and place. 

4. Games

The games committee will continue to do the pairings and make the schedule.  The schedule will then be sent to the clubs.  The clubs must fill in the field and time of home games.  The club will then return the schedule to the games chairman for finalization and a posting of the final schedule.

5. Game Change Procedure

No games are changed without permission

1.  Game Change REQUEST (click here) - THIS MUST BE DONE TO CHANGE  A CJSL GAME including STATE CUP CONFLICTS  - The Game Change Request is the first step in requesting to change a CJSL Scheduled Game. The Game Change REQUEST  must be completed and then approved by the CJSL Games Chairman.  Approval does NOT mean the Game has been changed.  The team/club must then ask the other team to change the game.  After all of the details (new time; date; location;) have been worked out the team requesting the Game Change must fill in and complete the Game Change Form. The Game Change Request and Game Change Form are required for any game change - including - Changing a Game because of State Cup conflict; Changing Game Date; Changing Game Time; Changing Game Location.
The Game Change Request form must be submitted at LEAST 2 Weeks prior to the Scheduled Game. The $25.00 Fee must be in the office before the before the FINAL Game Change approval or denial will be sent.  All changes will have a fee of $25 attached to it except for state cup conflicts or weather related. If you do not send in the fee the game will not be changed. YOU WILL BE NOTIFIED BY EMAIL IF YOUR GAME CHANGE REQUEST HAS BEEN APPROVED.

2.  Game Change FORM (click here) - THIS ALSO MUST BE DONE TO CHANGE  A CJSL GAME including STATE CUP CONFLICTS  - The Game Change FORM ALSO  must be completed and then approved by the CJSL Games Chairman.  The Game Change Request and Game Change Form are required for any game change - including - Changing a Game because of State Cup conflict; Changing Game Date; Changing Game Time; Changing Game Location.

Please do not call or email the CJSL Office or Jim Svendsen - You must complete the Game Change Request and Game Change Form within the time deadlines or your Game Change will automatically be denied. No phone calls or emails will be accepted.  

There will be a $100 fine for non compliance FOR ANY OF THE ABOVE. 

We are not trying to run the league by collecting fines.  However, we MUST get the league running more efficiently. 

6. State cup

Games can only be changed for State Cup and Region 1 conflicts.  If you are the home team you play your Cup game on your off day.  The league has budgeted $10,000 for teams to travel to the regional tournament with a maximum of $2,000 for any one team.  If more than 5 teams are traveling to the regional tournament the budgeted amount will be split evenly to all the teams (for example, if 10 teams are going to the regional, they will receive $1,000 each).  A team MUST have played in the league for either the Fall or Spring season to qualify to receive monies.

7. Goal measurement

All rules outlined by FIFA will apply to the measurement of the goal used for games for age group / division.

8.  Tournaments

No club team will register for or attend a tournament the ‘Select Team’ is scheduled to attend.

9.  New club registrations

New clubs are not allowed to register with more than 2 players from an existing club.

10.  Patches

Every CJSL player must have a CJSL patch affixed to his or her uniform. 

11.  Coaches

Each club must have one licensed coach for every four teams. For example, a club with one team must have one licensed coach.  A club with 17 teams must have 5 licensed coaches.

12.  Score reporting

The ‘HOME’ team must call in the score of the game no later than Monday 9:00am.  Any scores not received on or before this deadline will result in a fine of $15.00 per offense for the club.  It is recommended that the visiting team call in the score as well.
