Player Practice Attendance
-Miss practice before game

EXCUSED-when a parent calls a coach to notify and give good reason for the absence.

UNEXCUSED-when coaches are not notified that a player will be absent

>Teams will practice in all weather, except electrical storms
>Players should not eat a lot just before practice or games
>Players must bring their own water bottles to practice. Team water will be there to refill player's jugs
>Only tight tee or sweatshirts should be worn over shoulder pads to practice
>Players cannot play w/o mouthguards and they must be attached to the facemask
>It is a Stillwater Central School request that cars must be parked in parking lots only--not in the bus loop and not on the playing fields or lawn. A $5.00 fee will be imposed for anyone not following this rule.
>Parents are asked to walk to the chain-link gate of the baseball field to pick up players. Players will not be allowed to go any farther than that gate after practice until a parent arrives.
>No equipment beyond what we issue, such as gloves or "doo rags", can be used at practice unless a parent gets approval from a coach
>No player rests or goes for water unless a coach has let all players do so
>Players will not be allowed to take food or drink, other than water, from anyone during a practice or game.


Player Eligibility Junior Division
3rd and 4th graders except those who will turn 11 before November 15th. 2nd graders, 8 years old by September 1st.

Player Eligibility Senior Division
5th and 6th graders except those who will turn 13 before November 15th. 4th graders too old to play in the junior division may play in the senior divison.

Practices
PRE-SEASON
1) Pre-season practice can begin no earlier than four weeks prior to the date of the NYFL Combined Scrimmage.
2) Practice schedules will be set by the coaching staff of each team, however, it is an NYFL rule that no team may practice more than 7 hours per week.
3) In football, more than in any other youth sports, the pre-season is a progressive learning experience. Knowledge and skills gained at each practice is built upon daily, making players with frequent absences extremely ineffective, therefore:
- player practice attendance will be kept and used to judge a player's interest and commitment to the team. Attendance will be considered heavily when decisions about positions and starting line-ups are made.
- coaches must be notified when a player cannot make practice, and be notified in advance when a long absence, such as for a family vacation etc. is planned.
- it is a league rule that players must have a minimum of 6 practices before they can play in a game.
4) Coaches will be encouraged to hold practice on a regular schedule so that parents can get comfortable with a routine.
5) Parents must pick up players promptly after practice. Coaches will not leave a player alone after practice, but, chronic problems with late parents will not be tolerated.

REGULAR SEASON
6) The regular season begins with the first game. Because of school, coaches should limit practice to no more than two school nights per week.
7) The NYFL believes that when a player has to make a choice between school and football, that school should always win. So that there are few of these decisions to be made. Parents are urged to help players get in the habit of doing homework right after school, especially on practice nights, and making maximum use of other free time.


Games
1) The regular season consists of a 6 game schedule, followed by playoff games. Teams must qualify to be in the playoffs, based on their ranking in the regular season. The season finale for both divisions happens on NYFL superbowl sunday where the top two teams from the playoffs meet.
2) Most games are played on Sunday. 11:00AM junior games and 1:30PM senior games. Flag games are played on Saturday, 10:00am and 11:00am.
3) The game schedule will be available as soon as all teams are accounted for.
4) Every attempt is made to schedule an equal number of home and away games, and to keep junior and senior games of the same community together.
5) Before each regular season game, the opposing coaches will decide if there will be a 5th quarter played after the game. (5th quarter is not mandatory)
- The 5th quarter is to:
A) give all, but especially first year and non-starting players more instructional time in a competitive situation.
B) increase playing time of all players
C) give players a chance to try different positions.
D) give an opportunity for players to perform at a level that coaches may not see in regular practice.
6) Minimum play rule : Seniors-gameday rosters with 22 or less players must get at least 8 plays
   Seniors-gameday rosters with 23 or more players must get at least 6 plays.
   Juniors-gameday rosters with 22 or less players must get at least 6 plays.
   Juniors-gameday rosters with 23 or more players must get at least 4 plays.
7) It is an NYFL rule that a player arriving at a game less than 15 minutes before kickoff will not be allowed to play the first half. A player not arriving before half-time will not play at all.
8) It is an NYFL rule that a player ejected from a game for unsportsmanlike conduct cannot play the following game. A second ejection in the same season will end the remainder of the season for that player.
9) A team's head coach is responsible for the conduct of his coaching staff, players and fans. Disrespect displayed by any of the above toward officials, an opposing team and their fans or even his own team must be handled by him. **Harassment of game officials will result in the loss of their services for NYFL games. Therefore, any reported incidents will initiate immediate action by the NYFL board to find and correct the problem. Chronic violations could result in the termination of a NYFL association member.


Equipment
The equipment that is issued for your use this season was purchased with funds raised through many long hours of work by volunteers. Out of respect for that effort, and for the many generous contributors who believe in this program, strict adherence to the following rules must be kept. Suspension from a team could be the result of ignoring them.
1) All equipment must stay at home-indoors except when it is being used for practice or games.
2) Game uniforms are to be worn for games only, not practice.
3)Helmets are meant to take abuse only when protecting you during play, there is no way to avoid marking them up while playing, and a player has a right to be proud of those BATTLE scars...however, any player suspected of adding fake marks to their helmet by beating it up, will risk suspension from the team and the cost of replacement.
HELMETS WILL NOT BE:
A) Dropped, tossed or thrown
B) Sat on like a stool
C) Used to head butt other helmeted players
D) Used as a support when taking a knee during instructions.
4) Players should report immediately to a coach when equipment repair is needed. Loose and missing snaps, hooks, straps, pads, can affect fit, comfort, performance, protection.
5) Check with coaches before buying added protective wear on your own. Certain gloves, visors, eye black, neck rolls etc. although impressive, may not be allowed by your coach.
6) Mouthguards must be attached to a players helmet at all times and be in their mouths whenever on the game or practice field. A team cited for the second time in a game for the mouthguard infraction will be penalized.
7) Eye glasses - it is a good idea to bring in a helmet when being fitted for sport safety glasses.
8) Cleats - when investing in cleats, high-tops give better ankle support and achilles protection. This is true for all positions.


Insurance
The NYFL has combined liability and medical insurance as a recreational agency member of the National Recreation and Park Association. Claim information and questions about insurance should be directed to your NYFL board member (Ross Barber), but generally:
1) Coverage is in place from 7/1 through 7/1 of the next year
2) Participant in any team activity, such as fundraising, practice and games are covered. This includes players, cheerleaders, coaches, volunteers and officials.
3) All liability claims carry a $250 deductible
4) The accidental medical and dental is payable in excess of all other valid and collectivle group insurance. There is a $250 deductible if no other insurance is collectible, but is waived if there is.


Weight Requirement
Junior Division - players who meet the age(grade) requirement must not weigh more than 116 pounds at the NYFL official weigh-in. An overweight junior player may play in the senior division if the junior and senior team head coaches and the parent or guardian agree that the player in question has the maturity and physical ability to be moved up. Moving up a division should not be done until after the official weigh-in, so that every opportunity is given to the child to lose the necessary weight so that they can play with their age(grade) group.
***The player may never, during any point in the season, transition from the senior level team back down to the junior level team.***

Senior Division - players who meet the age(grade) requirement must not weigh more than 136 pounds at the NYFL official weigh-in.
