Rules Q and A |
|
Play Time
Q - During non-tournament play, what is the mandatory minimum play per game for each player? A - Every player will participate in each game for a minimum of six defensive outs and bat at least one time. Q - Are double headers allowed in Little League? A - Yes and no. Double headers are only allowed in Majors and only one per week. Q - Can a manager hold a player out of a game for a discipline infraction? A - Yes, but only with prior approval from the player agent and the league president. The player's parents will be notified before this action is taken. Q - Is there a curfew on regular season night games? A - Yes. No inning shall start after 10:00 PM.
Foul Ball
Q - If a batted ball stops untouched on top of home plate, is it fair or foul?
A - Fair. The plate is considered in the field of play.
Q - If an untouched batted ball deflects off the pitching rubber and then into foul territory before passing first or third, is the ball fair or foul?
A - The ball is foul. Only an untouched batted ball that either hits first or third base or passes first or third while in fair territory is a fair ball.
Q - If an untouched batted ball starts or moves into foul territory and then rolls back into the field of play before reaching first or third, is it foul or fair?
A - Fair, as long as it was untouched and ends up in the field of play. It can roll back and forth and the decision on fair or foul is based on where it is when it is touched or stops moving.
Q - Is a foul tip a live ball (runners can move)?
A - Yes, a foul tip (ball going directly into catcher's glove and being caught after touching the batter's bat) is a live ball and the runners can advance at their own peril. This differs from a foul ball where the ball is dead and no play can continue.
Offense
Q - Can a runner lead off in Little League Baseball?
A - No. Once the pitcher and catcher are ready (in position) to pitch, the runners can not leave their bases until the pitched ball reaches the batter.
Q - When not swinging, if a pitched ball hits the batter's bat and then goes into fair territory, is the ball in play?
A - Yes. It doesn't matter what the batter's intent was. The ball is in play.
Q - If a pitched ball hits the ground and then is hit fair by the batter, it is?
A - A fair ball in play. If it hits the batter, then the batter is awarded first base for being hit by the pitch.
Q - Are the batter's hands an extension of the bat?
A - No. The hands are part of the batter. If a pitched ball hits the batter's hands (and the batter is not swinging at the pitch), then the batter is awarded first base for being hit by the pitch.
Q - If a batter is in a bunt position and fails to pull the bat back as a (called) ball is thrown, is this a strike?
A - Maybe, but only if the batter was trying to "strike" the ball. The rules do not mandate this as a strike.
Q - On a close play, the "tie" goes to a runner?
A - No. There is no such call. Either the ball beats the runner or the runner beats the ball.
Defense
Q - May a defensive player block a runner from a base if the player is about to field a thrown ball?
A - No. The player must be in possession of the ball to block a runner (new rule this year).
Q - If a fielder is in position and about to catch a foul ball and a fan interferes with the catch, is the runner out?
A - Maybe. If the umpire believes that the fan's interference clearly prevented the fielder from catching the fly ball, the umpire can call the batter out.
Q - Is it OK for a fielder to make a fake tag (without a ball)?
A - No. This is considered obstruction.
Miscellaneous
Q - Are alcohol and tobacco prohibited at Dixie? A - Yes. The use of tobacco and alcoholic beverages in any form is prohibited on the playing field, benches, and dugouts. Q - What is the earliest that All-Star announcements can be made? A - 12:01 AM on Sunday June 15, 2007
